Org. Setting and Reporting This position is located in the Justice Section (JS), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will report directly to the Crime Prevention Criminal Justice Officer who acts as the Coordinator of the Global Programme to End Violence against Children (GLOZ43) and work under the overall supervision of the Chief of Section.

Responsibilities Within assigned authority, the incumbent will be responsible for the overall coordination and implementation of the UNODC project "STRIVE Juvenile: Preventing and Responding to Violence against Children by Terrorist and Violent Extremist Groups", including the management of human and financial resources. In particular, the incumbent will be responsible for the following specific duties:

  • Undertake strategic decision-making concerning the project, in collaboration with the Coordinator of the UNODC Global Programme to End Violence against Children, by defining the overall strategic objectives of STRIVE Juvenile, ensuring their evolution according to priorities at national and global level, and identifying opportunities for expansion and/or reformulation of project activities; Present UNODC’s work and the project’s results vis-à-vis key partners by conducting advocacy on behalf of the project, identifying possibilities for cooperation with key stakeholders and promoting strategic partnerships.

  • In connection with the project represent UNODC vis-a-vis key national counterparts, donors and other partners, including by participation in missions, participation and organisation of meetings, visits to UNODC field offices as well as the UNODC Liaison Office in Brussels (BRULO) to facilitate and streamline implementation of the STRIVE component.

  • Lead the conceptualization of activities at the global level and in beneficiary countries, ensuring a participatory approach and coherence with strategic objectives of the project, in collaboration and under the overall guidance of the Coordinator of the UNODC Global Programme to End Violence against Children. Manage the learning, research, monitoring and evaluation process of the STRIVE component; coordinate project activities; exercise quality control over outputs; identify, in partnership with thematic experts and national staff, ongoing problems and issues to be addressed; contribute to corrective actions and oversee tracking follow-up actions.

  • Ensure the timely and qualitative delivery of project outputs and achievement of project results; coordinate and monitor the implementation of activities in the field; coordinate and prepare financial reporting to UNODC and overall reporting to donors.

  • Ensure smooth coordination and cooperation among the team of staff and experts contributing to the project, as well as the co-implementing and associated project partners, by guaranteeing coherence and overall coordination of global and national components of the project; foster regular communication and coordination between team members, both at global and national levels.

  • Establish a Project Steering Committee to foster ongoing cooperation with national counterparts and other partners and serving as the Secretariat of the Steering Committee; contribute to the substantive coordination of activities with other UNODC/UN entities, Member States, and external partner organizations, as necessary.

  • Participate in the recruitment of project staff and experts, according to priorities and needs within the project.

  • Coordinate the work of the project team including consultants, individual contractors and experts; ensure that the team works according to the project work plan and produces timely and qualitative outputs; participate in the performance assessment of the team’s work.

  • Carry out financial and administrative duties necessary for the proper functioning of the STRIVE component, in consultation with the Crime Prevention Criminal Justice Officer who acts as the Coordinator of the Global Programme to End Violence against Children through preparation and monitoring of budget and expenses; contribute to financial progress reports, ensuring compliance with UN financial rules and regulations as well as applicable reporting requirements.

  • Prepare and disseminate costed workplans, terms of reference and other related project documentation.

  • Maintain close working relationships with relevant administrative and project counterparts in order to facilitate meeting of work plan, travel plan and procurement plan deadlines for delivery.

  • Perform other work-related duties as required.

    Education An advanced university degree (Master's degree or equivalent) in international law, criminal law, public or business administration, international relations, social sciences or related area is required. A first-level university degree in similar fields in combination with two additional years of qualifying relevant experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible professional work experience in the area of crime prevention and criminal justice is required. Experience in the management and coordination of programmes/projects in an area relevant to UNODC’s mandates is required. Work experience related to counter-terrorism issues is required. Work experience in establishing and maintaining working relationships with civil society organizations is required. Work experience in evaluating and assessing grants proposals is required. Work experience in monitoring and coordinating field activities is required. Work experience in conducting and/or coordinating research in the area of counter-terrorism is desirable. Work experience in the development of training materials regarding counter-terrorism and child rights is desirable. Work experience in setting-up and coordinating information-sharing platforms is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of other United Nations official languages is an advantage.
