Org. Setting and Reporting This position is located in the Human Trafficking and Migrant Smuggling Section (HTMSS) of the Organized Crime and Illicit Trafficking Branch (OCB) of the Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision and substantive guidance of the Chief, Human Trafficking and Migrant Smuggling Section and designated senior staff, and the overall guidance of the Chief of OCB.

Responsibilities The incumbent will perform the following specific duties:

•Support the normative and policy work of UNODC against human trafficking and migrant smuggling within the overall framework of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children and the Protocol against the Smuggling of Migrants by Land, Sea and Air, both supplementing the United Nations Convention against Transnational Organized Crime.

•Provide substantive inputs to and/or prepare the substantive and programmatic reports to the Commission on Crime Prevention and Criminal Justice, Economic and Social Council, General Assembly, Security Council and other legislative and technical bodies as well as their subsidiary bodies. Provide substantive inputs and/or prepare the substantive and programmatic reports on trafficking in persons (TiP) and migrant smuggling (SoM) to the UNTOC Conference of the parties and its Working Groups on TiP and SoM.

•Contribute to, and provide substantive input to UN processes on trafficking in persons and the smuggling of migrants including those established for the development and implementation of the Global Compact for Migration and Global Compact for Refugees.

•Support the implementation of the 2030 Agenda for Sustainable Development as a cornerstone of response to trafficking in persons and smuggling of migrants including supporting UNODC’s engagement in relevant Sustainable Development Goals (SDG) initiatives.

•Provide support to inter-agency coordination and cooperation efforts with United Nations system agencies and intergovernmental organizations, including inter alia the Inter-Agency Cooperation Group Against Trafficking in Persons (ICAT) and the Global Migration Group (GMG); cooperating and coordinating with government counterparts, non-governmental organizations, regional and sub-regional institutions and concerned sections/units of UNODC, as necessary.

•Attend and contribute to technical consultations and policy matters with participating countries, donors, and other actors on measures against trafficking in persons and/or smuggling of migrants. Cooperate and coordinate with the field offices and other relevant entities on implementation arrangements.

•Provide substantive input into the development of strategic and advocacy material on UNODC’s mandate and position on trafficking in persons and smuggling of migrants. Participate in conferences, seminars, expert groups, and consultative meetings.

•Liaise with relevant UNODC field offices to develop common approaches and to strengthen the positioning of UNODC in the area of trafficking in persons and smuggling of migrants.

•Prepare a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, policy proposals and documents, regular and ad hoc reports, studies, summary reports, manuals, guides and toolkits.

•Perform other work related duties as required.

Competencies •Professionalism: Has in-depth knowledge and specialization in the field of human trafficking and/or migrant smuggling. Has knowledge of policies and practices in crime prevention and criminal justice, as well as the mandates of the United Nations Office on Drugs and Crime. Has knowledge of and specialization in substantive and functional areas with very good research and analytical skills. Is able to identify and contribute to the solution of problems/issues. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Education Advanced university degree (Master’s degree or equivalent) in criminal law, criminology, and/or related social science, international relations, political science, law, public administration or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of relevant professional experience in crime prevention and criminal justice at national and international levels is required. Proven experience in supporting policy and programme development and/or providing normative or legislative guidance on trafficking in persons and/or smuggling of migrants, is desirable. Work experience within the United Nations system or similar international organization and familiarity with the work and mandates of UNODC are desirable. Experience in servicing inter-governmental bodies and/or coordinating inter-agency work is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of other United Nations official languages is desirable.

Special Notice This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
