Org. Setting and Reporting This position is located in the Implementation Support Section (ISS), Corruption and Economic Crime Branch (CEB), Division for Treaty Affairs (DTA) of the United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Chief of the Section and the overall guidance of the Chief of the Branch. The incumbent will work in close cooperation with all relevant UNODC units.

Responsibilities Within the assigned authority, the incumbent will carry out a range of functions in support of the implementation of the United Nations Convention against Corruption (UNCAC). In particular, the incumbent will be responsible for the following specific duties:

  • Lead the implementation of the work of the Section in the area of business integrity and anti-corruption.
  • Coordinate the implementation of the project Global Action for Business Integrity in accordance with the approved project documents, the funding agreement, United Nations policies and financial rules and regulations.
  • Manage, implement and oversee planned project activities, promote dialogue and partnerships between public administrations and the private sector, foster collective action, organize meetings of experts, training activities and other events.
  • Monitor and analyse programme and project development and implementation; review relevant documents and reports; identify challenges and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.
  • Monitor and review good practices, methodologies and programmes in the area of business integrity and anti-corruption; lead the development and implementation of a strategy to engage the private sector in the anti-corruption work of UNODC.
  • Liaise effectively with counterparts, partners and other stakeholders with a view to ensuring a multi-stakeholder approach to implementation.
  • Ensure coordination with existing UNODC initiatives in the area of business integrity and anti-corruption; cooperate and coordinate with field offices and other relevant entities on relevant matters.
  • Work with the UNODC Advocacy Section to plan and deliver maximum strategic visibility of the project and its outcomes.
  • Support fundraising through outreach, preparation of proposals and consultation with donors and counterparts; raise awareness of UNODC achievements and identify areas for technical assistance in the area of business integrity and anti-corruption.
  • Conduct consultations with governments, anti-corruption agencies, other oversight institutions, private sector entities and organizations, civil society to facilitate the development, implementation and evaluation of anti-corruption activities.
  • Organize and prepare written outputs, e.g. policy and programme reports, background papers, analysis, sections of reports and studies, input to publications relevant to the work of the Branch, UNODC and the United Nations Secretariat as appropriate.
  • Perform other work-related duties as required.

    Competencies - Professionalism: Has knowledge and understanding of theories, concepts and approaches relevant to crime prevention and criminal justice with a focus on economic crime and corruption related issues. Has good knowledge of legislative aspects of preventing and combating corruption, including their international dimensions. Has experience in developing and implementing measures to fight and prevent corruption in the private sector, including through collective action. Has knowledge of the mandates of the United Nations Office on Drugs and Crime, as well as of the work of the United Nations in crime prevention and criminal justice, in particular substantive knowledge of the United Nations Convention against Corruption. Has ability to identify issues, analyse and contribute to the resolution of problems/issues. Has conceptual analytical and evaluative skills to conduct independent research and analysis. Has knowledge of various legal research sources, including electronic and ability to analyze information on a wide range of legal issues. Has knowledge of project management and implementation related issues and is able to coordinate activities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.     Education Advanced university degree (Master’s degree or equivalent) in business, law, international relations, economics, political and social sciences or a related discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible professional experience in the field of crime prevention and criminal justice in an international, governmental, private sector or civil society organization, is required. Experience in working with the private sector to prevent and fight corruption, including through collective action, is required. Experience in project or programme management is required. Work experience at the international level, including experience within the United Nations System or similar international organizations in a multi-cultural setting, is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. Fluency in English is required. Knowledge of another United Nations official language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

    Special Notice This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of funds.
