Org. Setting and Reporting The position is located in the Conference Support Section (CSS) of the Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA) of the United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Crime Prevention and Criminal Justice Officer heading the “Global Programme on the Implementation of the Organized Crime Convention: from Theory to Practice”, in CSS/OCB/DTA/UNODC.

Responsibilities Within assigned authority, and in close coordination with project staff, the Crime Prevention and Criminal Justice Officer will carry out a range of functions in the framework of the “Global Programme on the Implementation of the Organized Crime Convention: from Theory to Practice”. In particular, the incumbent will be responsible for the following specific duties:

•Provide substantive support to the “Global Programme on the Implementation of the Organized Crime Convention: from Theory to Practice”, both within the framework of Outcome I focused on supporting States in adopting or amending legislative instruments to implement the United Nations Convention against Transnational Organized Crime (UNTOC), and/or follow up on the Review Mechanism observations, as well as under Outcome II aimed at supporting States in the implementation of consistent policies, strategies and plans to respond to challenges in transnational organized crime.

•Coordinate and contribute to the further development and dissemination of the in-house knowledge management portal (SHERLOC).

•Manage, coordinate and contribute to the development of tools, such as legislative guides and strategy tools, related to countering organized crime, with a particular focus on cyber organized crime.

•Support the coordination of and organize as well as conduct regional and national workshops to formulate strategies, share lessons, and enhance cooperation to fight organized crime. This includes to identify participants and training providers, prepare documents and presentations, particularly on the topic of organized crime, including cyber organized crime; facilitate and coordinate experts consultations, workshops and other training activities in furtherance of the core requirements and principles of UNTOC.

•Monitor financial resources allocated to assigned project components/activities, including expenditures and funds utilization.

•Liaise with relevant parties, such as ministries, international, regional and civil society organizations, and other relevant stakeholders, to support the development and implementation of tools, such as legislative guides, as well as strategies to prevent and combat organized crime.

•Participate in and conduct field missions, including providing technical assistance to consultants, government officials, academics, criminal justice practitioners and other stakeholders as well as preparing mission reports and defining appropriate follow-up activities.

•Coordinate with relevant UNODC sections to ensure that proper substantive expertise is provided in the implementation of the Global Programme and provide own substantive expertise; coordinate cooperation with field offices and other relevant entities on the implementation and follow-up of the activities under the Global Programme.

•Provide technical assistance and support to national authorities, as well as other relevant stakeholders, in efforts to prevent and combat organized crime.

•Disseminate and promote the use of relevant UNODC tools.

•Design and conduct training workshops, seminars and other events; make presentations on assigned topics/activities.

•Research, analyze and present information gathered from diverse sources in the field of organized crime.

•Organize and prepare written outputs, e.g. draft background paper, analysis, sections of reports and studies, inputs to publications, etc.

•Perform other work-related duties as required.

Competencies •Professionalism: Has knowledge of crime prevention and criminal justice issues, preferably in the area of organized crime. Has knowledge of policies and practices in crime prevention and criminal justice, as well as of the mandates of the United Nations Office on Drugs and Crime. Has knowledge of and specialization in substantive and functional areas with very good research and analytical skills. Is able to identify issues, analyze and participate in the resolution of issues/problems. Has conceptual analytical and evaluative skills to conduct independent research, data collection and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Is able to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education An advanced university degree (Master’s degree or equivalent) in law, political or social science, criminal justice, international relations or a related field is required. A first level-university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional experience in the field of crime prevention and criminal justice is required. Proven experience in the design and delivery of technical assistance is required. Experience with the designing and facilitation of trainings and workshops is desirable. Experience in the field of organized crime and/or cybercrime is desirable. Work experience at the international level including experience within the United Nations System and/or similar international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English, is required. Fluency in another United Nations official language is desirable.
