Result of Service The objective of the IC is to enhance the capacity of the RCO, PMT, UNCG and M&E FTT to communicate creatively and to support the RCO in the following areas:

1. Digital engagement and community-building strategy 2. Large communication campaigns 3. Production of animated videos and Podcasts showcasing the contribution of UN Rwanda in advancing agenda 2030

Duties and Responsibilities Organisational setting:

The RCO supports the work of the UN Resident Coordinator (UNRC/RC). The UN RCO leads the UNCT in consultations with the Government to define and agree on the UN strategic response to the Government’s development priorities. This response is captured in the UN Sustainable Development Cooperation Framework (UNSDCF). The Office coordinates activities related to joint programme and development coordination work. This is done in conformity with the objectives and priorities of the Government and the mandates and objectives of the United Nations Agencies. The RCO aims to bring the UNCT together to improve the efficiency and effectiveness of operational activities at the country level. This helps the UN to be more relevant and reliable partner for governments. The UNCT is made up of 22 UN agencies, with 14 of these having a physical presence in Rwanda. At least 12 have communication personnel forming part of the UN Communication Group (UNCG). The UNCG is supported by the Programme Management Team (PMT), the Monitoring and Evaluation Facilitation Task Team (M&E FTT), and the Resident Coordinator’s Office (RCO) with the leadership of the UNCT in their communication, visibility, and advocacy efforts for UN Rwanda’s work with its partners. With the growing abundance of digital media devices and Rwanda’s advanced internet connectivity, the UNCT decided to enhance the art of communicating creatively and to launch an online TV and Radio, to broaden the UN’s visibility through visual storytelling, social media, data-driven advocacy, and online reputation management. Given this development as well as the rapidly changing and evolving communication for development, the UNCG desires a critically nuanced and technically robust understanding of their creative call and the practicalities of writing, editing, and publishing for websites, social media, and various publications. Against this background, the RCO is recruiting an Individual Contractor to enhance the capacity of the RCO, PMT, UNCG and M&E FTT to communicate creatively.

Duties & Responsibilities will include:

1. Strengthen the ability to communicate creatively and effectively through initiatives that foster a culture of and a capacity for communication through training, advisory support, workshops, and increased inter-agency information-sharing. Organise and facilitate trainings on creative writing, storytelling, interview techniques and media relations. Advise UN Communication Group on presentational issues, including written style, language, formats, and archival maintenance for the institutional knowledge base. 2. Support evaluation of the impact of communications activities; report on developments, trends, and attitudes regarding the UN in Rwanda; monitor media for potential reputational risk issues; and develop a risk management plan. 3. Take the lead in strategy, planning, development and implementation of large communication campaigns (e.g., broad-reaching subject-specific issues related to the work of UN Rwanda) and work with UNCT, UNCG and RCO to develop ways to implement campaigns system-wide and to incorporate the campaign message and themes into all relevant events and products. 4. Conduct quality assurance of written and audio-visual materials, including proofreading text for grammar, punctuation, and spelling errors and checking for readability, style, and suggest revisions, and support page layouts of the newsletter, articles, and photographs. Ensure all communication is compliant with legal and other regulatory standards. 5. Design creative concepts and video effects/icons/animation for UNCT results reports with guidance from RCO and UNCG. 6. Support conceptualisation of results and Joint Programmes Reports and publishing, launching, marketing, and disseminating results/ policy issues/key messages, including conventional and recurring conferences and forums. Following dissemination, solicit client feedback for quality control to ensure systematic, client-focused future planning. 7. Support the design of digital engagement and community-building strategies to support, build, grow and nurture a community that is aware of and debates about the SDGs and Rwanda’s development priorities (made up of both Organisations and individuals) across sectors. 8. Write concept notes for UN Online Radio and TV podcasts.

The Individual contractor will work under the overall supervision of Strategic Planning and RCO Team Leader

Qualifications/special skills Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, development studies, public administration, or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of five years of progressively responsible experience in public information, journalism, strategic communications, international relations, public administration, or related area is required Demonstrated knowledge and experience in developing training curriculum and training materials and facilitate training in creative communication is required Experience in designing creative concepts and video effects/icons/Animation, writing and pitching Concept Notes for Podcast shows is required Experience in developing and implementing multi-stakeholder communication and engagement strategies for an international multilateral sector organisation is required Proven ability to design and implement impactful communications and outreach campaigns and events on behalf of complex international organisations is required. Ability to work as a positive team leader, facilitating a team environment through personal behaviour, work contributions and the sharing of experience and knowledge is desirable A professional track record of developing and delivering creative internal and external communications for professional and public audiences in local, national, and international settings is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Kinyarwanda is required.
