**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Beirut Classification of duty station: \[\[filter12\]\] Standard Duration of Assignement : \[\[filter13\]\] Job Family: Education Type of contract : Non Staff Level : Duration of contract : From 7 to 11 months Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 26-May-2022 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Background Development of Lebanon’s education sector was disrupted by the onset of the Syria Crisis, which obliged the Ministry of Education and Higher Education (MEHE) to focus on coordinating and managing an emergency response. Since 2011, MEHE has created places for more than 200,000 non-Lebanese students in its public schools under RACEI and RACEII strategies. Recently MEHE’s focus is on transitioning from emergency response to meeting the development challenges of managing a protracted crisis. This is critical if Lebanon is to be able to offer all children the kind of education envisaged in Sustainable Development Goal 4 by 2030. In 2021, MEHE developed the General Education 5 Year Plan as a contribution to realizing the humanitarian and development aims of the sector. The 5YP was launched in August 2021 and it forms part of a government-wide effort to transform Lebanon. This is reflected in the national development goal for Lebanon’s future: Lebanon’s high-quality human capital strengthens socio-economic development, innovation and resilience. Long Description ---------------- Scope of the Assignment This function focus of the assignment is to coordinate the overall programs, activities, and core team of the 5YP. This position is critical to ensure MEHE’s leadership of 5YP and the successful implementation of different education initiatives and for maintaining effective communication and coordination within the different stakeholders, ensuring close coordination with MEHE colleagues and programs/projects implementation managers and counterparts working in the Education sector and supporting MEHE’s strategy and plans to improve the teaching and learning outcomes. This position is well suited to candidates who enjoy working under pressure and be an effective part of a team and much of the work to be undertaken by this position requires competitive project management and high communication and soft diplomacy skills. S/he is expected to build the capacity of MEHE’s civil servants and invest in the human resources of MEHE as per the Director General of Education (DGE) request. S/he shall provide timely reporting to UNESCO and the DGE on all matters related to the duties below. Long Description ---------------- Duties & Responsibilities 1\. Contribute to and provide strategic guidance to the DGE on the implementation of the 5YP activities and coordinate technical support provided. 2\. Identify priority areas, programs, projects, and activities related to the 5YP that need to be addressed by the DGE and propose recommended action points for moving forward. 3\. Analyze reports, assessments, studies, AWP, and other support documentation to support recommendations for action point on the 5YP. 4\. Organize and coordinate related meetings and agendas as per DGE recommendations to ensure the DGE is prepared for meetings and missions by drafting talking points, researching relevant information, and establishing internal and external contacts on the discussion’s points. 5\. Support the DGE with the coordination of external partnerships and joint resource mobilization efforts including relationship between donors and different parties across MEHE. 6\. Support the DGE in the alignment of donors funded programs and projects to the 5YP and adherence to MEHE organizational policies & procedures. 7\. Support the expansion & retention of key donors in the education sector and ensure that a robust prospect list of donors/partners is defined and maintained. 8\. Maintain 5YP donors and partner-related documentation of projects, programs and activities, archive and classify all project deliverables in an adequate database. 9\. Support the DGE team in the preparation/reviews of project-related documents and quarterly/annual project reviews and ongoing monitoring. 10\. Support the drafting of presentations-background information, work plans, budgets summary, and implementation arrangements, as requested by the DGE. 11\. Conduct regular risk assessment, vetting and due diligence to identify any potential risk/issues on investment efforts and initiatives in the education sector. 12\. Participate in and organize high profile education events to expand opportunities and build solid stewardship plans, including on-line, aimed at increasing engagement of existing donors/partners across all funding modalities. 13\. Coordinate with the DGE team on all funding modalities, project and donor related activities currently run at MEHE to ensure alignment with the 5YP. 14\. Monitor, screen, draft responses and distribute incoming internal & external correspondence related to the 5YP as per DGE directives. 15\. Undertake assigned research and producing analytical reports in collaboration with other teams as required by the DGE to complete assigned education partnership initiatives across. 16\. Contribute and participate to organizational development & capacity building program pertaining to the improvement of the Quality of work at MEHE. 17\. Support the DGE in strengthening dialogue between ministries of education to ensure aligned policies at the training, research, and implementation level. Long Description ---------------- Expected Deliverables: The Consultant shall submit to UNESCO and DGE monthly activity reports in the specific responsibilities defined in this Terms of Reference Monthly and/or bi-weekly Activity Report that includes the following: a. Executive summary of the overall performance (tasks assigned vs actual accomplishments. b. Key Monthly objectives & activities with clear & measurable indicators (outputs & outcomes) c. Approach to work and methodology including challenges, limitations & adaptation in methodology and Lessons Learned d. Implementation Plan, Milestones & Future steps (ongoing tasks and/or new cycle) e. Contribution to MEHE ‘s organizational effectiveness f. Communication, supporting visuals & testimonials: What key messages could be drafted for dissemination by the Director General and to which audiences/Stakeholders. The Consultant shall submit to UNESCO and the DGE “End of assignment closure report” including handing over of any documentation (electronic or otherwise), assets and deliverables belonging to MEHE.
