Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in Madagascar is organized around three main units: Programme, Operations and Administration. The current portfolio of projects in Madagascar includes activities related to Agriculture, Livestock, Fisheries and Natural Resource Management. It is implemented with humanitarian, transitional and development funding. The country's current humanitarian challenges are a high number of people who are acutely food insecure due to drought in the South Region and due to cyclones in the Southeast region. The incumbent will contribute to the coordination of emergency and resilience program to allow that FAO's response to the needs of vulnerable populations is implemented effectively and in a timely manner.

Reporting Lines

The Emergency and resilience coordinator will work under the overall supervision of the FAO Representative for Madagascar and the direct supervision of the Deputy FAO Representative, in close collaboration with Program/Operations/Administrative/Procurement units and the relevant Technical Units at FAO headquarters (especially OER), RAF and SFS, and the Lead Technical Officers.

Technical Focus

Coordinate the implementation of FAO’s Emergency and resilience Program in Madagascar, especially the implementation of projects aims to rehabilitate livelihoods of drought and cyclones affected people in the South and southeast regions.

Tasks and responsibilities

• Supports the country office in preparing for and effectively responding to food and agricultural threats and crises, especially natural disaster, and protracted crisis encompassing early warning; • Promotes best practices and provides technical support/services to the country office to facilitate emergency and resilience programming, resource mobilization and integration of a humanitarian-development-peace nexus approach, as well as to provide capacity during critical phases of emergencies including scale-ups, in collaboration with the Offices of Emergencies and Resilience at HQ (OER), FAO regional office (RAF) and FAO sub-regional office (SFS). • Actively participate in the emergency and resilience work in Madagascar including preparedness, needs assessments, response, programming, implementation, and resource mobilization through the foods security cluster/sector and in collaboration of relevant FAO personnel. • Lead and coordinate the work of the Team of emergency and resilience program, establish country and operational objectives, and monitor progress through regular planning meetings and the development, updating, and disseminating of the action plan; ensure that corrective measures are timely implemented based on monitoring results. • Contributes to the identification of strategic priorities, including the relevant work streams and pillars, for FAO's resilience work in Madagascar and contributes to improved preparedness for, and effective response to food and agricultural threats and emergencies. • Identifies and develops project proposals for submission to donors; monitors project activities, identifies issues to be addressed and take corrective actions; liaises with relevant parties and ensures follow-up actions. • Support the preparation of tools including the Country Programming Framework (CPF), Resilience Strategies and/or Emergency Response Plans. • Supports the FAO Representative to promote FAO's resilience agenda to build the resilience of agricultural livelihoods of vulnerable communities with government partners, UN agencies, regional organizations, NGOs and donors. Supports the FAO Representative in resource mobilization in support of the country program and, at the request of the FAO Representative, informs the donor community on the prevailing livelihoods, food security and nutrition situation, the agriculture sector (crops, livestock, fisheries and forestry); • Coordinates FAO Emergency and Resilience projects and day-to-day management and follow-up the Emergency and Resilience program development, implementation, monitoring and reporting. • Coordinates the development of FAO's contribution to inter-agency Emergency Response Plans, Flash Appeals and the preparation of Emergency/resilience projects profiles and full-fledged project documents for donor funding. • Supports the FAO-WFP co-led of Food Security Cluster in the country and represents FAO in the FSC meetings. • Represents FAO in humanitarian meetings and programming exercises including preparedness, early warning for early action and response. • Ensure FAO’s participation in joint needs assessments and (co-) leadership of sector-specific assessments, that the specific needs of vulnerable groups (socio-economic, gender, age, and health status) are addressed, and that commitments on accountability to affected populations are met. • Develop emergency operations plan and oversees the implementation of all emergency operational activities. • Ensure that the required technical assistance from the Technical Focal Point Network is made available to the Emergency Response Team and FAO implementing partners. • Ensure effective visibility and communication of FAO's emergency and resilience responses in Madagascar, in collaboration with the Communication Unit.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced University degree (Master’s or equivalent) in a discipline relevant to the mandate of the Organization. • Minimum of 3 years of relevant experience in humanitarian and agricultural/rural development sectors including work experience with national and international NGO’s, UN agencies, governments, and donors. • Working level (level C) of French and English, limited knowledge (level B) of another FAO language.
