OBJECTIVES OF THE PROGRAMME

Division Mandate: To achieve the control of communicable and non-communicable diseases throughout the Western Pacific Region by targeting the reduction of morbidity and mortality of such conditions and diseases. The division supports integrated people-centred care approaches by strengthening primary health care services for prevention, diagnosis, care and treatment of target diseases and conditions along the life-course, while ensuring to reach the unreached and achieving universal health coverage.

Unit Mandates : The Management of Noncommunicable Diseases (MND) unit supports action across government and society in managing noncommunicable diseases - cardiovascular diseases, diabetes, cancer and chronic respiratory diseases - and their risk factors, as well as eye health, oral health and hearing impairment. Focus areas of the programme are improving service delivery at primary healthcare through a risk-based approach to early detection and treatment as part of the continuum of care and strengthening health systems to support the achievement of global and national targets to reduce premature mortality due to NCDs.

DESCRIPTION OF DUTIES

Under the supervision of the Director, Division of Programmes for Disease Control (DDC), the incumbent to the position will be responsible for the following tasks:

(1) Coordinate duties within the unit in developing and implementing a regional strategy for evidence-based, country-centred, coordinated action in strengthening health systems to provide integrated NCD services, including for sensory functions such as eye health, oral health and hearing impairment.

(2) Provide technical support to Member States, in collaboration with WHO country offices, in designing and implementing NCD (including sensory functions) prevention and control services at primary health care level and throughout the health system according to national plans.

(3) Provide strategic advice to Member states, in collaboration with WHO country offices, in advocating, planning and integrating NCD prevention and control services into UHC essential and benefit package of services for delivery at primary and all levels of health care.

(4) Contribute to organization-wide policies, plans, strategies, in support of the mandates related to health system strengthening and delivery of integrated NCD services, in close collaboration with the Division of Health Systems and Services, Division of Healthy Environments and Populations, and other relevant divisions/units.

(5) Provide strategic and technical assistance in dialogue with the three levels of WHO, partners and other stakeholders, including WHO collaborating centers, for development and implementation of package of services and models of care.

(6) Perform any other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (master's level or higher) in public health or another health-related field from a recognized university. Desirable: University degree in medicine, pharmacy, social sciences or other related field.

Experience

Essential: Minimum of ten years' relevant work experience in NCD management, including experience in health systems/ health systems strengthening or community-based health programme implementation at national and international level. Desirable: Minimum of four years' work experience at the international level in implementing community-based health programmes for NCD service delivery, including for hypertension, diabetes, stroke, myocardial infarction, cancer, asthma, chronic obstructive pulmonary disease, eye health, oral health and/or hearing impairment.

Skills

a. Broad knowledge of concepts and strategies related to NCD prevention and control.

b. Essential knowledge of health systems/ health systems strengthening

c. Skills in planning, training, monitoring, and evaluation of interventions, and in development of locally adapted tools and instruments.

d. Good communication skills; ability to synthesize knowledge and effectively express ideas in writing.

e. Ability to coordinate with external partners as well as work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3683 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
