Result of Service The result of services is to support the Cool Coalition under the Energy and Climate Branch in accelerating efforts to expand sustainable, efficient, climate-friendly cooling globally and supporting policy development in Viet Nam on sustainable cooling and extreme heat, including but not limited to urban cooling solutions including: active cooling, building efficiency, passive cooling, nature, urban design, cool surfaces and extreme heat planning. Based on consultations with government, cities, industry, private players and academia the consultant will provide extensive inputs on sustainable cooling technologies, best practices and policies to integrate into city and province-level implementation activities and Viet Nam national policy documents including: implementation and future revisions of Environmental Protection Law; National Strategy for Climate Change; NDC Implementation Plan; National Cooling Action Plan and national planning guidelines to address extreme heat in cities and provide supporting research and documented justifications and consultations.

Expected duration 6 months of work over a 12-month period, starting June 2022 and ending May 2023.

Duties and Responsibilities A consultant is needed to perform tasks of a technical and analytical nature as part of the Cities Unit of the Energy & Climate Branch, Economy Division, United Nations Environment Programme (UNEP). Specifically, a consultant is needed to coordinate and technically support UNEP and the Ministry of Natural Resources and Environment (MoNRE) of Viet Nam in the implementation of the “Sustainable Urban Cooling in Viet Nam cities” which is being implemented by UNEP and Global Green Growth Institute (GGGI) as part of the Cool Coalition. The Consultant will be under the Energy & Climate Branch of UNEP with significant liaison with UNEP Asia-Pacific Office. This position is remote based.

The consultant will support the Energy & Climate Branch and Cool Coalition Secretariat on technical advisory support, advocacy, coordination and outreach. This will include providing technical inputs and support policy dialogues on urban cooling, sustainable cooling technologies, best practices and policies into Viet Nam national policy documents including: implementation and future revisions of Environmental Protection Law; National Strategy for Climate Change; NDC Implementation Plan; National Cooling Action Plan; and national planning guidelines to address extreme heat in cities. These inputs will be based upon the Consultant’s own expertise and consultations with Viet Nam ministries, provinces, cities, industry stakeholders and global experts. The consultant shall also support UNEP & MoNRE to develop Urban Cooling Action Plans for two cities linked to extreme heat planning with investment opportunities identified; assess GHG benefits of urban cooling approaches; and support awareness raising and capacity building in cities on urban cooling.

Qualifications/special skills Academic Qualifications: The consultant should have post graduate qualifications in thermal engineering/heating, ventilation, and air conditioning (HVAC), engineering/energy management renewable energy engineering. Experience: A minimum of twelve years in a relevant field of work, preferably with a focus on cooling, energy, urban planning, and the environment. Practical experience is essential in policy analysis and design in Viet Nam. Experience in working with ministries of Government of Viet Nam, provinces and cities, public sector undertakings and international organisations is essential. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations. Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English and Vietnamese is required.
