As the lead procurement agency of Gavi, the Vaccine Alliance, Global Polio Eradication Initiative, the Measles Rubella Initiative (lead on the Demand Working Groups), the Eliminate Yellow Fever Strategy and the Global Task Force for Cholera Control, and a key member of the Interagency Coordination Group (ICG), and recently as Global Procurement Coordinator under the COVAX Facility, UNICEF possesses unique experience in procurement of vaccines, including stockpile management and eventually supply and logistics for vaccines and vaccine related supplies in country, in addition to in country support to national immunization programmes, in particular, as the lead agency for immunization supply chain and logistics as well as efforts to promote immunization acceptance and demand among communities. From the requirements and needs expressed by the COVAX Facility to support scale up and roll out of vaccines under development for COVID 19 global pandemic response, UNICEF is well posed as a significant partner, but will require additional resources to deliver, the new COVID-19 related vaccines.

The COVAX Unit in the Vaccine Centre, Supply Division is being created to lead activities related to UNICEF role as Procurement coordinator, as well as Procurement agency, on behalf of Gavi AMC supported countries; special contracting, support for industry consultations, market assessments, review of tech transfer agreements for scale up of manufacturing. The post is housed in this unit and will report to the Contracts Manager.

How can you make a difference?

Under the guidance of the Contracts Manager, the incumbent supports strategic procurement of Vaccines in support of country vaccination program and requirements. It may also include other combination vaccines depending on country program demand with focus on Covid19 response. Conducts vaccine market analysis and manages funding requests, reports and procurement plans of COVID19 related. In Collaboration with other centers, conducts and contributes to analysis and worldwide market research and long-range forecasting, in order to achieve the most appropriate supply solution.

1. Ensures all procurement activities are in compliance with the UNICEF Financial Rules and Regulations, SD Manual, and all other procurement procedures.

2. Conducts contracts management to ensure supplier compliance to LTA's and purchase order terms and conditions.

3. Issues international tender invitations to acceptable suppliers, evaluates quotations, clarifies offers, and negotiates with suppliers as appropriate.

4. Makes recommendations for finalization of purchases, adjudicates offers in consultation with WHO, and internally Technical and QA centers. Prepares and defends submissions to CRC.

5. Works closely with programmes and partners on issues of long term forecasting of quantities and planning of funding.

6. Ensures adequate and coordinated planning of procurement and demand of vaccines during peak and campaign seasons.

7. Reviews and provides recommendations for Local Field Offices.

8. Reviews material specifications and requirements with the WHO pre-qualification and Technical and QA Centers to ensure completeness and appropriateness.

9. In partnership with WHO and internally Technical and QA centers, evaluates suppliers with respect to delivery performance, product acceptability, and commercial acceptability.

10. Establishes work plans and priorities, monitors achievements and evaluates performance of support staff.

11. Any other duties or assignments as requested by the supervisor.

1. Requirements for coordinated and efficient support to the center processes and analysis are met.
2. Requirements for coordinated supply and deliveries to countries for the designated vaccines are met.
3. Contribute to UNICEF SD maintaining commitments to and relationships with strategic partners and contribute to the Vaccine Centers innovation and process improvement activities.

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s Degree) or equivalent in business administration, commerce or law or technical field required. “ A first University degree in business administration, commerce or law or technical field may be accepted in lieu of a Master degree in conjunction with two additional years of relevant work experience”.
• A minimum of five years of progressively responsible professional experience.
• Experience in commercial activities with the public or private sector in developing and industrialized countries is required.
• Experience in procurement / contracting of vaccine / biological materials would be an asset.
• Knowledge of worldwide procurement, contract negotiations and administration. Vaccine market knowledge and experience considered an asset.
• Good analytical skills and negotiating skills.
• Ability to clearly and concisely express ideas and concepts in written and oral form.
• Ability to manage and monitor the effective use of financial and material resources.
• Ability to establish harmonious work-relationships with colleagues in an international and multicultural environment.
• Ability to supervise and direct a team of support staff.
• Good knowledge of computer applications.

Language requirements:

• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
