OBJECTIVES OF THE PROGRAMME

The unit is responsible for the overall contract management and procurement of goods and services and support services under Long Term Agreements.

DESCRIPTION OF DUTIES

A. Supply

1. Administer the regional contract management and goods procurement including but not limited to operational contracts, medical supplies and equipment, project and office equipment and supplies, etc., for the Regional Office, projects and, as requested, for Member States.

2. Request bids for goods and services, evaluate terms and conditions, conduct negotiations on purchase, delivery and maintenance services, as necessary, execute purchase contracts, review; maintain a close follow-up on purchase authorizations placed with Procurement Services HQ.

3. Liaise with and provide advice to management, divisions, WHO country offices on contract management and goods and services procurement and requisition procedures, including local purchase, costings, shipment and delivery time frames, technical specifications in relation to specific requirements, with particular reference to local operating characteristics and emergency operating procedures; likewise, advise Member States, on request, on organization, procurement, handling, control and distributions of their procurement.

4. Review on an ongoing basis the evolution in the contract and supply markets, development of products, introduction of medical supplies in the Region, study and propose changes to or alternative cost effective approaches in ongoing or future procurement.

5. Oversee the logistics and clearance and delivery of supplies; and insurance claims.

6. Review lists of contractors for supplies, equipment and services, in collaboration with technical units, for purchases by WHO, UN agencies and on behalf of governments. Obtain and provide information to WRs and Member States on contract management, sources of procurement and types of medical supplies and equipment available.

7. Liaise with other United Nations agencies and bilateral agencies in the use of mutually beneficial contracts, procurement of medical supplies and equipment to governments within the framework of interagency programmes.

8. Act as Secretary to the Contract Review Committee.

9. Administer, undertake bidding and contracting of services in the Regional Office as required; advise country office, technical units on service contracts as needed.

B. Documents Reproduction

1. Oversee the operations of the reproduction services in the Regional Office including: selection of equipment, outsourcing printing and photocopying services, reproduction, printing of documents, platemaking, collating, binding, selection of color, layout and storage of documents.

2. Give guidance to the Documents Reproduction Unit (DRU) staff on workflow, procedural and technical problems and serves as liaison to the users of the facilities provided by DRU. To set work priorities in consultation with units concerned.

3. Report to management on the unit's performance and other needs on a regular basis.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in business administration, management, finance, law or another related field. Desirable: Contract management and/or procurement credential, data management and information systems credentials.

Experience

Essential: Five years' experience in contract management, procurement or financial data management and analysis in a commercial or government or similar organization; including several years at international level. Desirable: Experience in medical equipment procurement. Experience in working in an ERP environment.

Skills

Sound knowledge of contract management, with the ability to professionally engage in international procurement and related delivery, very good knowledge of legal contract mechanisms, skills in negotiating, data management, analytical ability and communication skills including presentation of information for decision making. Ability to work harmoniously as a member of a team and to support the DAF team and broaden support beyond the contract management area, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

Use of Language Skills

Essential: Expert knowledge of written and spoken English. Desirable: Intermediate knowledge of other UN languages.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2499 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
