Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services). The Division of Technical and Scientific Services (SGTS) is responsible for measurement systems applied in safeguards verification activities, containment and surveillance techniques and all verification logistics.

Main Purpose

Reporting to the Surveillance Team Leader, the Containment & Surveillance Specialist initiates, monitors and evaluates surveillance equipment development and implementation tasks as well as related methods and techniques for unattended and remote applications. The Containment & Surveillance Specialist provides expert guidance and assistance to the team and Safeguards inspectors related to the implementation, operation and efficient use of unattended Containment and Surveillance systems.

Role

The Containment & Surveillance Specialist is: - An engineer and project leader, taking the lead role in the initiation, organization, evaluation and implementation of development efforts for Containment and Surveillance solutions required by Safeguards; - An adviser to the Surveillance Team Leader, the divisional management and SG Operations Divisions on all aspects related to surveillance and containment technologies; - An advocate for the implementation of established procedures for the use of surveillance and containment equipment and solutions; - A team player who ensures that Safeguards surveillance and containment systems, currently in service or under development, meet security requirements, standards for economy of effort, confidentiality of results, authenticity of data, and availability of service; - A technical writer, developing and updating development requirements for safeguards instrumentation, equipment specifications, equipment procedures and other reports;

NOTE: The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Functions / Key Results Expected

- Coordinate the work of a team of surveillance technicians, focusing on priorities and driving for excellence in line with the IAEA's quality management and results-based programming approach. - Review, evaluate, test and work towards authorization of a technical approach and a safeguards surveillance monitoring system meeting the user's requirements. - Based on Departmental needs, propose instruments and techniques that will best meet those needs in an efficient, safeguards-effective and cost-effective manner. - Provide field installation support (including specifications, laboratory evaluation and testing of safeguards equipment systems and evaluating equipment performance during implementation). - Provide expert technical support to SG Operations Divisions (including assistance in the compilation of needs and user requirements, planning and conducting field tests, reporting test results, providing field support during inspections and providing equipment training as required and drafting of instrument operation procedures). - Devise field test plans, facility information documents for new equipment, procurement specifications, and installation procedures. - Plan and implement effective preventative maintenance procedures and carry out repairs and upgrades of equipment in the field. - Establish and manage Member State Support Programme development tasks.

Safeguards System Familiarity with the concepts of IAEA safeguards is an asset.Qualifications, Experience and Language skills

Master's Degree - Advanced university degree in engineering or relevant field.

Bachelor's Degree - First university degree in engineering or relevant field with 3 years of additional experience may be considered in lieu of an Advanced degree.

Minimum of seven years of progressively responsible professional experience in managing technical projects including experience in optical surveillance applications and in the design, development and implementation of surveillance systems.

Demonstrated experience in project management methods and tools and knowledge of Quality Management principles.

Demonstrated experience with the evaluation of system designs in regard to applicable safety standards and requirements for system integrity, reliability and sustainability.

Work experience at the international level. e.g. international safeguards and knowledge of nuclear facilities and the nuclear fuel cycle is an asset.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $75602 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 28351*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
