Background & Rationale
UNICEF plans to develop and issue an updated Global Communication and Advocacy Strategy for the period 2023-2026. The aim is to support implementation of the new UNICEF Strategic Plan (2022-2025) and provide an updated guidance and framework document that will help UNICEF Offices around the world in developing and implementing effective national or regional communication and advocacy strategies. The new strategy will build on the experience of the previous GCAS (2019-2021) and will align with the goals and objectives of the new UNICEF Strategic Plan.
The GCAS (2019-2021) has served as a guide and informed UNICEF’s investments in new approaches to communication and advocacy including the transition to digital first communication, the establishment of Global Advocacy Priorities (GAPs), the strengthening of UNICEF brand, and a new focus on engaging and empowering young people, among others. It also provided an outline for UNICEF Offices and teams around the world to develop their country or region-specific communication and advocacy strategies and plans.
Purpose
Conduct a detailed situation analysis of the changes in the internal and external environments for communication and advocacy, with specific consideration of the goals of the UNICEF Strategic Plan and the role of communication and advocacy in achieving them and produce a report that will be used to inform the drafting and development of UNICEF’s new Global Communication and Advocacy Strategy for the next four years. More specifically the SitAn would (i) describe the situation as it affects communication and advocacy, (ii) identify gaps that need to be filled by communication and advocacy, (iii) highlight assumptions and strategic shifts that are needed in light of risks and opportunities, (iv) draw implications for communication and advocacy interventions in the near- to mid-term future, and (iv) propose how to update the current GCAS, clearly demonstrating how communication and advocacy could catalyze systemic and goal-level changes.
This will be done through a review of and analysis of recent reports, analyses, and documents from across UNICEF, the UN, other comparable organizations; analyses of communication, marketing, advocacy and social influencing from sources across sectors; and any other relevant literature, and consultations with key internal and external stakeholders. This part will be done by an independent expert consultant in close consultation with GCA and a reference group of colleagues from across UNICEF.
Expected results
- A methodology and workplan for the GCAS Situation Analysis is produced in consultation with GCA leadership team.
- A comprehensive but concise (25 pages maximum) Situation Analysis report is produced based on review of recent reports, analyses, and documents from across UNICEF, the UN, other comparable organizations, and literature of trends in the communication and advocacy space globally.
- Consultations and inputs from different stakeholders within UNICEF and from key external partners solicited and incorporated in the final Situation Analysis report.
Description of the assignment
1. Mapping and analysis of existing documents and literature
- Review existing key documents, reports, and analyses from across UNICEF, the UN and comparable organizations related to communication and advocacy.
- Review external and independent analyses and literature of trends in the communication and advocacy space globally, and within specific regions and countries where data are available including social movements and activism, contemporary political issues, and emerging technologies.
- Analyse and identify lessons learned and good practices in the evolving communication and advocacy space to inform the new strategy.
- Conduct individual and focus group discussions with internal and external UNICEF stakeholders and experts to inform the situation analysis.
2. Drafting and presentation of the situation analysis
- Prepare a first draft of the Situation Analysis report based on study and review of literature mentioned above.
- Deliver short presentation of the key findings and elements of the Situation Analysis to GCA Leadership Team.
- Deliver short presentation of key findings and elements of the SitAn to key stakeholders across UNICEF HQ, ROs and COs and National Committees.
3. Finalization of the Situation Analysis
- Incorporate written and verbal feedback and comments from GCA Leadership Team and other key stakeholders across UNICEF (HQ divisions, ROs, COs, National Committees) on the draft SitAn.
- Prepare and present a final draft version of the SitAn to GCA Leadership Team.
- Submit a final version of the SitAn.
Reporting requirements

- Final SitAn incorporating feedback from GCA Leadership Team and other key stakeholders.

At least one trip to New York for no longer than one week (7 days).
Requests for services under an individual contract shall normally require the consultant to indicate their all-inclusive fees (including lump sum travel and subsistence costs, as applicable) for the services to be provided. (DHR/PROCEDURE/2018/005, para 53)
When submitting their bid, the consultant is also advised to take into consideration as part of their bid for the assignment the cost of health insurance.

To qualify as an advocate for every child you will have…
- An advanced university degree (Master’s or higher) in Strategic Management, Business Administration, Social Science or any relevant field
A minimum of ten years of relevant professional experience in senior positions in a large organization related to:
- The private, public and not-for-profit sectors; and
- In global, decentralized and multicultural organizations.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
- Any other specified skill needed and related to this consultancy.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4. At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
