Consultants (Health Promotion)

BACKGROUND

The overall objective of the Universal Health Coverage and Healthier Populations (UHP)Cluster is to provide leadership and action in enabling Member States in the WHO African Region to promote the health and well-being of their populations, improve equitable access to quality health services and reduce the stigmatization and discrimination of vulnerable populations caused by social, economic, commercial, political, and cultural determinants of health, by implementation of the “Health-in-all Policies” (HiAP) approach. The UHP Cluster programmes include 1) Health Promotion and Social Determinants of Health (HPD) including health in all policies, and disease-specific promotional activities; 2) Climate change, Health, and the Environment (CHE) including occupational health, healthy settings, and urban health; 3) Nutrition and Food Safety (NUT) including diet and obesity; 4) Tobacco and reduction of other noncommunicable disease risk factors (TNR), and 5) Violence, Injuries, and Disabilities including Rehabilitation (VID).

The Health Promotion and Social Determinants of Health (HPD) Unit provides the evidence to member states to improve their policy decisions on addressing the social determinants of health (SDH), including the socio-demographic, political, economic, cultural, and commercial determinants of health; provides tools and technical assistance to countries to assess risk factors, including through health and social impact and health equity assessments, social capital or social coherence analysis, and estimation of the costs and benefits of policy actions, governance and coordination mechanisms. The Unit builds the capacity of countries to adopt policies and strategies, and legislative and legal frameworks for the adoption of HiAP through enhanced, inter-sectoral, and multisectoral actions to address the SDH and to ensure that no one population groups are being left behind. In collaboration with other programmes, the Unit supports countries to strengthen health literacy among populations, policymakers, and stakeholders and empower people to take action to maintain healthy lifestyles and healthy behaviour. Working collaboratively with the Emergency Programme, the Unit provides technical support to countries to strengthen their capacity in risk communications for public health emergency preparedness and response. Finally, it monitors and reports on the implementation of global and regional commitments to address the social determinants of health, health equity and health promotion, and documents and shares lessons learned and best practices briefly describe why the work is needed and the context.

KEY DELIVERABLE

• Support evaluation of the implementation of the regional health promotion strategy (2012-2022) and document evidence, good practices, and case studies involving countries that are successful in achieving the strategy objectives
• Using the evidence generated, support the development of an evidenced-based Regional Health Promotion and wellbeing strategy
• Support adaptation of the global guidelines on community and “all-of-society” engagement to the African Regional Context
• Support the development of a healthy setting framework using health in all policies approach
• Support the development of a regional guidance and implementation framework for the development of a national health promotion strategy anchored in the National Health Strategic Plan
• Facilitate capacity building at regional and country levels to inculcate a health promotion mindset to manage current and emerging health challenges.
• Support documentation of innovative health promotion and social determinants approaches under implementation in different contexts including lessons learnt and best practices.
• Support the development of a multisectoral framework for addressing the social determinants of health inequities
• Support analysis to identify inequalities and inequities that negatively affect the health and wellbeing of city dwellers and support the development of evidence-based interventions
• Perform any other related incident.

Education

Essential: Post Graduate degree in either Health Promotion, Public Health, or Social Sciences

Experience:

Essential:

• A minimum of seven (7) years of combined national and international experience in the development, implementation, and evaluation of relevant programs.
• Experience in developing and implementing Health Promotion Programmes at primary health care, national and international levels

Desirable:

• Experience analyzing complex qualitative and quantitative datasets
• Work experiences that are diverse, incorporating private sector, NGOs, other UN, or governmental Health-related agencies will be an advantage
• Sound experience in monitoring and evaluation of Health Promotion programmes with at least five years' experience inclusive at the national or international level

• Excellent skills in writing technical documents and reports including policy briefs
• Demonstrated ability to provide clear direction and technical, authoritative advice and guidance on health promotion
• Strong analytical skills and ability to understand contextual issues

Languages and level required

Essential: Excellent knowledge of English

Desirable: Intermediate level of French
