BACKGROUND

In the context of UNICEF’s work on anti-racism and discrimination, the Programme Guidance Unit of the Division of Data, Analytics, Planning and Monitoring is developing a UNICEF Glossary of Diversity, Equity and Inclusion Terms (DEI). The dialogue on anti-racism, diversity and inclusion requires a common rights-based vocabulary across UNICEF which reflects a shared understanding of the key issues around the discourse. The purpose of the assignment is to develop a set of common vocabulary that will form the UNICEF Glossary of Diversity, Equity and Inclusion Terms. The Glossary aims to foster understanding and use of vocabulary that is appropriate to the organization and at the same time, move towards increasing inclusion of groups or populations that face discrimination. The Glossary will be rolled out across the organization for use in official documents.

Terms of Reference / Deliverables

In collaboration with the Programme Guidance Unit and in consultation with colleagues in other Headquarter Divisions and regional offices, the consultant is expected to deliver the following:

  1. Sample of UNICEF official documents to understand the terms commonly used by divisions and offices related to diversity, equity and inclusion.
  2. Review UNICEF’s style guide and other communication guides.
  3. Review similar glossary of terms already in use in other organizations.
  4. Consult UNICEF specialists working on organizational culture, human resources, communications, human rights, humanitarian issues, gender and disabilities.
  5. Deliver a glossary of terms that will reflect UNICEF’s values as a rights-based, diverse, equitable and inclusive organization.

Note: this assignment is home-based.

Qualifications

(1) Education

  • Master’s degree in Social sciences, International Development, Law, Communications, Journalism and/or related fields.
  • Demonstrated knowledge of human rights-based approach, race, race relations and issues of inclusiveness based on gender, disabilities, ethnicity and religion among other dimensions.
  • Excellent writing skills as evidenced based previous work published or unpublished.
  • Demonstrated understanding of use of inclusive language and/or linguistics in official and everyday communications.

2) Work experience

  • At least five years’ work experience in the field of diversity, equity, inclusion, race, human rights, communications.
  • Experience with the UN and/or an international NGO in a development and/or humanitarian capacity an asset.

3) Competencies

  • Expertise in communications.
  • Strong knowledge of human rights, diversity, equity and inclusion.
  • Excellent written and verbal communication in English.
  • Good judgment, initiative, high sense of responsibility, tact and discretion.
  • Demonstrated cultural sensitivity and ability to establish harmonious working relations in a multicultural environment.

  • Financial proposal that will include:

    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
