Purpose of the Consultancy

To provide technical and managerial support for Emergency Care System (ECS) implementation in the region. The incumbent will liaise with countries and the technical relevant departments within EMRO and external partners to ensure effective and efficient implementation. The incumbent will report to the technical officer within CPI and work under his direct supervision.

Background

Emergency care systems address a wide range of medical, surgical, and obstetric conditions, including injuries and mass casualties, exacerbations of non-communicable diseases (e.g. heart attacks, strokes), and acute infections including outbreaks (e.g. COVID-19, SARS, Ebola, sepsis, malaria, etc..). The emergency care system is the first point of contact with the health system for many, particularly in areas where there are barriers to care. It is also the gateway for medical services during emergencies (mass casualties, chemical & radio nuclear incidents, outbreaks). With sound planning and organization, emergency care systems have the potential to address over half of deaths in low- and middle-income countries.

Work to be performed

Output 1: Work with the national team and colleagues in different departments of EMRO to assess and build the capacity of ECS at the country level

Deliverable 1.1: Contributing in developing a report on Emergency Care System Assessment activities conducted during the period of the assignment

Deliverable 1.2 Prepare all the documents needed including the development of the concept note of a national workshop on Emergency care system. The workshop aims to identify the challenges in the Emergency care system and the priorities, in order to draft an action plan for the country and improve the system.

Deliverable 1.3: Provide a detailed report on the outcome of the national workshop and present a draft action plan to strengthen the emergency care system.

Deliverable 1.4: Hand over the needed documents and materials to an expert consultant in prehospital care, and draft a meeting report on this meeting.

Output 2: Work with the national team and colleagues in different departments of EMRO to enhance the ECS capacity building activities (in-person and virtual), including training activities with regards to ECS and related follow up

Deliverable 2.1: Coordinate with technical institution for the development of ECS training package

Deliverable 2.2: Develop the necessary materials for rolling out a ECS training programme

Deliverable 2.2: Develop an report on the findings, recommendations on the ECS training programme

Specific requirements

- Qualifications required:

  • First-level university degree in Medicine or related medical field.
  • Master’s in public health will be an asset.

- Experience required:

• At least 2 years of related experience in working in a hospital emergency unit or EMS.

Skills / Technical skills and knowledge:

  • Experience in assessment and planning
  • Teamwork

- Language requirements:

  • Proficiency in the English language is required. With analytical and writing skills
  • Proficiency in the Arabic language is an asset.

Place of assignment

  • Cairo, Egypt with possibilities to travel to countries within EMR

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel

The Consultant is expected to travel according to the itinerary and estimated schedule below:

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
