Result of Service He/She will develop activities of video production and editing for the documentation and publication of workshops related to the G52 project with UNDP and SUDENE.

The Consultant will work in close collaboration with the operational, technical and communications team of UN-Habitat Office in Rio de Janeiro and local project teams.

Duties and Responsibilities Background

The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient, and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development.

The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies.

UN-Habitat is implementing a project with UNDP (United Nations Development Programme) that aims to improve the integrated urban and territorial planning among the intermediary cities prioritized by SUDENE (Superintendence for the Development of the Northeast) based on the principles of the 2030 Agenda and the New Urban Agenda. Through a partnership with UNDP and SUDENE to improve institutional and technical capacities of 52 cities on sustainable territorial and urban development, UN-Habitat is now setting up training modules for public sector capacity building in the 52 municipalities.

In order to support the implementation of this project, we are looking for a Video Maker to ensure a good record of our online activities and to work with scripting and editing said content for the platforms used.

Report to UN-Habitat Manager

The Consultant (Video Maker) reports to the National Officer for Brazil, who will evaluate him/her.

Responsibilities

Under the overall supervision of the National Officer for Brazil, the Consultant (Video Maker) will:

1. Participate and provide video digital recording of 05 online workshops involving the projects stakeholders; 2. Participate and provide video digital recording interviews and testimonies involving the projects stakeholders; 3. Work with the team to plan the scripting and launch of the videos; 4. Video production, editing and subtitling; 5. Vectorization of images, editing photos in Photoshop, working with possible needed illustration/animation for web stories, speeches, and other webpages; and 6. Maintain a shared and organized archive of all the multimedia produced. 7. All Software licenses for editing images must be the property of the Video Maker, as well as it is their (his/her) responsibility to bring all audiovisual equipment, if needed, to perform the described activities (cameras, lenses, flashes, microphones, batteries, tripods, connectors and cables), excluding UN-Habitat of any liability for damage or cost related to it.

The Consultant will be responsible for their (his/her) own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Outputs/Work Assignment

The Consultant will deliver the following products:

Product 1: Workplan and video scripts 1. Workplan containing video and interview scripts proposal regarding workshops recording and pos-production (editing and launch). Expected Delivery Date: May 23rd

Product 2: Preview videos for the workshops to be held 1. 01 video, according the workplan proposed, edited with interviews, testimonies, or visual graphics for stakeholders about the importance of the workshops to be held. Expected Delivery Date: May 27th

Product 3: Workshops - Recording Kit I 1. Four (04) videos with the full content of the online workshops; 2. Four (04) videos of approximately 1.5 min containing the highlights of each Training Module – One (01) for each training module theme; 3. One (01) video of approximately 2 min containing the highlights of Training; and 4. Ten (10) cuts of 15 to 30 seconds in vertical format designed for stories or reels posting. Expected Delivery Date: 7 days after each workshop

Product 4: Innovation Challenge - Recording Kit II 1. One (01) video with the full content of the Innovation Challenge (online workshop); 2. One (01) video of approximately 2 min containing the highlights of the Innovation Challenge; 3. One (01) video of approximately 30 seconds with the highlights of the Innovation Challenge; and 4. Ten (10) cuts of 15 to 30 seconds in vertical format designed for stories or reels posting. Expected Delivery Date: 7 days after the Innovation Challenge

Qualifications/special skills Skills:

¿ Proficiency in the use of software such as Adobe Premiere or equivalent and Adobe Photoshop is required. ¿ Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required. ¿ Good understanding of social media platforms (Facebook, Twitter, Instagram, YouTube, etc.) and its different dynamics and characteristics for adequate application of graphic design products is required. ¿ Experience related to the UN and/or any other international agency is an asset.

Academic Qualifications:

Required: ¿ Secondary School certificate is required, or additional two years of relevant technical experience to the post, beyond the requirement.

Desired: ¿ Bachelor's degree in Communications, Journalism, Marketing, Public Relations, Film Studies or related fields.

Experience:

¿ A minimum of three (03) years of experience in video editing, production and photography is required, with portfolio provided upon request; (Time of experience as self-employed, interns, and part-time count as 50%. Non-relevant experience for the position is not counted). ¿ Experience with workshops and public events documentation is highly desirable. ¿ Knowledge of local context is highly desirable.

Language:

¿ Fluency in Portuguese is required. ¿ English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. Good command in oral and written Spanish and English will be considered as an added advantage.

Knowledge Management

¿ The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. ¿ The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. ¿ The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. ¿ The person will prepare databases related to the project running. ¿ The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. ¿ The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency.

Additional Information Remuneration

SB3-2 (UNDP Brazil Salary Scale, 100%)

The consultant will receive a total amount of BRL 14.722,26, to be paid in three (3) instalments, upon the presentation and approval by supervisor of the following products: ¿ Payment 1 (25%): Upon delivery and approval of Product 1 and 2 (BRL 3.680,56). ¿ Payment 2 (40%): Upon delivery and approval of Product 2 (BRL 5.888,90). ¿ Payment 3 (35%): Upon delivery and approval of Product 3 (BRL 5.152,80).

Travel details

The Consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Note: During the COVID-19 pandemic quarantine, travel is not advised.

Appointment against this post is on a local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
