Result of Service He/She will develop activities of video production and editing for the documentation of workshops related to the ‘Urban Connections’ project.

The Consultant will work in close collaboration with the operational and technical team of UN-Habitat Office in Brazil and the urban connections project team.

Work Location Foz do Iguaçu (home based, with travel)

Expected duration Twelve (12) months upon the signature of the contract, with the possibility of renewal.

Duties and Responsibilities Background

The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient, and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development.

The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies.

Funded by 13th Tranche of the United Nations Development Account (UNDA), UN-Habitat Brazil is developing the Urban Connections Project (officially known as “Enhanced capacities of local authorities and communities for the social and economic inclusion of migrants in border cities through safe and accessible public spaces”), through a partnership with UN-Habitat Lebanon country team and the UN-Habitat Global Public Spaces Programme.

The project seeks to increase the capacities of local authorities and communities through urban planning, promoting social cohesion (specially aiming at the inclusion of migrants) and enhancing cross-border cooperation in selected small and intermediate cities near international borders in Western Asia and Latin America. In the latter, the project is coordinated by UN-Habitat´s Brazil team and implemented in 6 cross-border cities in Brazil, Argentina and Paraguay, divided in two clusters: 1. Foz do Iguaçu (BR) and Ciudad del Este (PY); 2. Barracão (BR), Bernardo de Irigoyen (AR), Bom Jesus do Sul (BR), Dionísio Cerqueira (BR).

As part of the ongoing activities, six (06) workshops will occur in the upcoming months, as follows: - Two (02) Capacity-Development Workshops (one for each cluster of cities): For local authorities and stakeholders, the events intend to exchange best practices and strategies for inclusive, safe and healthy public spaces of the region, also addressing new socioeconomic challenges presented by the Covid-19 pandemic. Subsequently, the City-Wide Assessment Evaluate will be applied, a methodology which enable to understand the state of the public spaces of the city, specifically the network, distribution, accessibility, quantity and quality of their public spaces - (02) Public Space Site-Specific Assessment Workshops (one for each cluster of cities): Participatory events in which the population will make an evaluation of a specific public spaces of its community. - (02) Block by Block Workshops (one for each cluster of cities): Participatory events in which the population will use the video game Minecraft as a tool to design its ideal public spaces.

In order to support the implementation of this project, we are looking for a Video Maker to ensure a good record of the above mentioned six (06) activities in selected territories of the scope of the project.

Report to UN-Habitat Manager

The Consultant (Video Maker) reports to the National Officer for Brazil, who will evaluate him/her.

Responsibilities

Under the overall supervision of the National Officer for Brazil, the Consultant (Video Maker) will:

a) Participate and provide video coverage of 06 workshops in different cities of the Urban Connections project (Barracão (PR), Bom Jesus do Sul (PR), Dionísio Cerqueira (SC) and Foz do Iguaçu (PR)) involving local communities. b) Video production, non-linear editing and subtitling. c) Vectorization of images, formatting photos in Photoshop for web stories, speeches and other webpages. d) During the recording of the workshops, the Video Maker must produce and provide Steel Frames of the recording of the event, following photography specifications bellow. e) Maintain a shared and organized archive of all the multimedia produced. f) The Video Maker will obtain the relevant written consent for video and photographs usage from concerned people/authorities. Video and photographs subject release forms signed by parents or legal guardians of children under the age of 18 will be delivered to UN-Habitat Pernambuco Office together with the images. g) Be responsible for travel needed (tickets, accommodation, food etc) for the consultancy development, when needed. h) All licenses to use softwares for editing images must be the property of the Video Maker, as well as it is his/her responsibility to bring all audiovisual equipment needed to perform the described activities (cameras, lenses, flashes, microphones, batteries, tripods, connectors and cables), excluding UN-Habitat of any liability for damage or cost related to it.

The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment.

The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Outputs/Work Assignment

The Consultant will deliver the following products:

Product 1: Recording kit I (Capacity-Development Workshop and City-Wide Assessment| Barracão Cluster) Description: a) One (1) video of approximately 1.5 min containing at least 3 brief interviews each. To be delivered in Full HD (these videos are intended for social media, such as Twitter, Facebook, Instagram, etc) b) Five (5) cuts of 15 to 30 seconds in vertical format designed for stories or reels posting (these videos are intended for social media, such as Twitter, Facebook, Instagram, etc). c) One (1) video showcasing the workshops outcome, of 3 to 5 min, at the end of all activities, containing at least four interviews. These videos will have subtitles in English, Spanish and Arabic, the content of the subtitles will be provided by UN-Habitat Brazil, being the responsibility of the Video Maker to insert them in the videos. The videos should be delivered in Full HD (these videos are intended for social media, such as Youtube, Infogram, Press, etc). d) Provide and transmit a selection of the best Steel Frames (at least 5, but inclusive of all key moments) for each workshop. Resize optimized images, if necessary, for transmission. Files should be sent either via WeTransfer, Dropbox or in person to UN-Habitat team in Foz do Iguaçu. Expected Delivery Date: 30 days after signature of contract

Product 2: Recording kit II (Capacity-Development Workshop and City-Wide Assessment| Foz do Iguaçu Cluster) Description: e) One (01) video of approximately 1.5 min containing at least 3 brief interviews each. To be delivered in Full HD (these videos are intended for social media, such as Twitter, Facebook, Instagram, etc) f) Five (05) cuts of 15 to 30 seconds in vertical format designed for stories or reels posting (these videos are intended for social media, such as Twitter, Facebook, Instagram, etc). g) One (1) video showcasing the workshops outcome, of 3 to 5 min, at the end of all activities, containing at least four interviews. These videos will have subtitles in English, Spanish and Arabic, the content of the subtitles will be provided by UN-Habitat Brazil, being the responsibility of the Video Maker to insert them in the videos. The videos should be delivered in Full HD (these videos are intended for social media, such as Youtube, Infogram, Press, etc). h) Provide and transmit a selection of the best Steel Frames (at least 5, but inclusive of all key moments) for each workshop. Resize optimized images, if necessary, for transmission. Files should be sent either via WeTransfer, Dropbox or in person to UN-Habitat team in Foz do Iguaçu. Expected Delivery Date: 90 days after signature of contract

Product 3: Recording kit III (Public Space Site-Specific Assessment Workshop) Description: i) Two (2) videos (one for each cluster of cities) of approximately 1.5 min containing at least 3 brief interviews each. To be delivered in Full HD (these videos are intended for social media, such as Twitter, Facebook, Instagram, etc). j) Four (4) cuts (2 for each cluster of cities) of 15 to 30 seconds in vertical format designed for stories or reels posting (these videos are intended for social media, such as Twitter, Facebook, Instagram, etc). k) Two (2) videos (one for each cluster of cities) showcasing the workshops outcome, of 3 to 5 min, at the end of all activities, containing at least four interviews. These videos will have subtitles in English, Spanish and Arabic, the content of the subtitles will be provided by UN-Habitat Brazil, being the responsibility of the Video Maker to insert them in the videos. The videos should be delivered in Full HD (these videos are intended for social media, such as Youtube, Infogram, Press, etc). l) Provide and transmit a selection of the best Steel Frames (at least 5, but inclusive of all key moments) for each workshop. Product 4: Recording kit IV (Block by Block Workshop) Description: m) Two (2) videos (one for each cluster of cities) of approximately 1.5 min containing at least 3 brief interviews each. To be delivered in Full HD (these videos are intended for social media, such as Twitter, Facebook, Instagram, etc). n) Four (4) cuts (2 for each cluster of cities) of 15 to 30 seconds in vertical format designed for stories or reels posting (these videos are intended for social media, such as Twitter, Facebook, Instagram, etc). o) Two (2) videos (one for each cluster of cities) showcasing the workshops outcome, of 3 to 5 min, at the end of all activities, containing at least four interviews. These videos will have subtitles in English, Spanish and Arabic, the content of the subtitles will be provided by UN-Habitat Brazil, being the responsibility of the Video Maker to insert them in the videos. Qualifications/special skills Skills:

¿ Proficiency in the use of software such as Adobe Premiere or equivalent and Adobe Photoshop is required. ¿ Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required. ¿ Good understanding of social media platforms (Facebook, Twitter, Instagram, YouTube, etc.) and its different dynamics and characteristics for adequate application of graphic design products is required. ¿ Experience related to the UN and/or any other international agency is an asset.

Academic Qualifications:

Required: ¿ Secondary School certificate is required, or additional two years of relevant technical experience to the post, beyond the requirement.

Desired: ¿ Bachelor's degree in Communications, Journalism, Marketing, Public Relations, Film Studies or related fields.

Experience:

¿ A minimum of three (03) years of experience in video editing, production and photography is required, with portfolio provided upon request; (Time of experience as self-employed, interns, and part-time count as 50%. Non-relevant experience for the position is not counted). ¿ Experience with workshops and public events documentation is highly desirable. ¿ Knowledge of local context is highly desirable.

Language:

¿ Fluency in Portuguese is required. ¿ English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. Good command in oral and written Spanish and English will be considered as an added advantage.

Knowledge Management

¿ The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. ¿ The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. ¿ The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. ¿ The person will prepare databases related to the project running. ¿ The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. ¿ The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency.

Additional Information Remuneration

SB3-2 (UNDP Brazil Salary Scale) The consultant will receive a total amount of BRL 13.653,00, to be paid in four (4) instalments, upon the presentation and approval by supervisor of the following products:

¿ Payment 1 (25%): Upon delivery and approval of Product 1 (BRL 3.413,25). ¿ Payment 2 (25%): Upon delivery and approval of Product 2 (BRL 3.413,25). ¿ Payment 3 (25%): Upon delivery and approval of Product 3 (BRL 3.413,25). ¿ Payment 4 (25%): Upon delivery and approval of Product 4 (BRL 3.413,25).

Travel details

The Consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Note: During the COVID-19 pandemic quarantine, travel is not advised.

Appointment against this post is on a local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
