Duties and Responsibilities Building on technical assistance previously provided by ESCWA aiming to undertake a mapping of the existing Sudan’s social protection information system and explore pathways to strengthen it, the Ministry of Social Development (MoSD) in October 2022 submitted a technical cooperation (TC) request for follow-up assistance with the specific aim to unify the various registries housed by the MoSD containing data on vulnerable groups and to support the updating of the data in a unified database via a joint identification and registration procedure.

In this context, ESCWA is seeking the services of a local consultant to assess the technical feasibility of integrating the databases and of adding an application programming interface (API) to the database of the social safety net, as well as to establish a work plan delineating the resource needs and steps to be followed.

In close collaboration with ESCWA, with the MoSD, and, if relevant, with other relevant stakeholders at the country level, the consultant will:

- Assess the technical feasibility of integrating the MoSD databases and of adding an API feature. - Establish a work plan delineating key milestones and resource needs to attain these outcomes, including e.g., hardware, software, or human resources needs (capacity development for existing staff).

Qualifications/special skills A Bachelor's degree in data science or any other related field is required. A Master's degree is desirable.

All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At minimum of seven years of proven experience in working with data management and information systems, preferably in relation to social protection is required.

Languages Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.

For this position, fluency in Arabic and English is required.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
