The Education Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to facilitate EIE technical advice on emergency preparedness and response planning, climate change adaptation and risk-informed programming in education and knowledge sharing and exchange with the country offices, with UNICEF HQ and external partners.

Work Assignment:

Under the supervision of the Regional Education Specialist(s), the consultant will ensure effective and efficient provision of technical, management and administration support, as follows:

Education in Emergencies preparedness and response

  • Provide technical support to COs in Education in Emergency preparedness and response planning, including in the preparation and monitoring of emergency response plans, preparation of Humanitarian Action for Children (HAC); updating of Emergency Preparedness Platform (EPP); as well as in the preparation of the COVID-19 related back to school and continuity of learning strategies.
  • Participate in the EAPRO coordination platforms, including RO Emergency Technical Team (ROETT), and support emergency-related cross-sectoral collaboration with RO sections and advisors.
  • Lead and monitor any capacity development efforts on EIE for and with Country Offices.
  • Work in close collaboration with the RO Education Section and complete other programmatic tasks as assigned by the Education Specialist, and as necessitated by the emergency situation

Climate Change and DRR programming and knowledge generation

  • Provide technical support to CO on DRR programming, including the follow up on the recommendations from the 2019 DRR Evaluation in EAPRO.
  • Serve as the focal point and programmatic lead for the cross-sectoral work on climate change adaptation and education
  • Contribute to conceptualization/implementation of integrated programming around DRR and climate change in relation to education. sector analysis/data management and risk-informed planning/budgeting etc.

EIE, DRR and CC, knowledge exchange and dissemination

  • Lead documentation and knowledge management on EIE, DRR, and climate change related works, including facilitation and support of production of cases studies, lessons learned, advocacy and visibility materials related to COVID-19 response.

EIE, DRR and CC, regional partnerships and resource mobilisation

  • Contribute to partnership and collaboration with regional-level partners, for example: Save the Children – on Education Cluster, UNHCR on Blueprint, and Plan International - DRR) as necessary.
  • Contribute to resources mobilisation for EIE, DRR and climate change in education by drafting content of the funding proposals.

Work Schedule:

Once on-board, the Supervisor and the Consultant will develop his/her overall Workplan as per the ToR. S/he will also prepare his/her monthly Workplans regularly.

The consultant will be paid on a monthly basis to complete the assignments outlined in the job description. There will be a monthly report prepared and submitted by the consultant of the activities performed and results achieved, according to the preliminary key tasks and deliverables and outputs outlined earlier.

End Product(s):

Final Consultancy Report.

Duration of Contract: 11.5 months: 1 October 2021 – 15 September 2022.

Working Location: UNICEF Regional Office in Bangkok, Thailand. (Note that due to current COVID-19 travel restrictions, the consultant may begin assignment working remotely until visa and entry documents are granted.)

To qualify as an advocate for every child you will have…

  • Bachelor’s degree in education, social sciences, international development, humanitarian response or a related field.
  • Minimum 7 years of progressively responsible relevant experience in the field of education, education in emergencies (EiE).
  • Experience in ECD in emergencies will be considered an asset.
  • Technical knowledge of the area of education in emergencies response required, including monitoring and evaluation, supply management and partnership coordination. Knowledge of the DRR and climate change adaptation fields will be considered an asset.
  • Proven experience of high quality report writing and documentation.
  • Resourcefulness, flexibility, and the ability to prioritise large amounts of work while under pressure.
  • Good analytical, facilitation, communication and presentation skills.
  • Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact and diplomacy
  • Fluency in English (verbal and written).
