How can you make a difference?

The Sustainable Environment Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking a highly experienced consultant to provide targeted support for accelerating child-centered climate and disaster resilient programming in East Asia and Pacific region.

Work Assignment:

Regional-level analysis, guidance, knowledge management, partnership

  1. Take stock of child-centered climate and disaster risk and vulnerability assessments and identify good practices and lessons learned: these will include climate and disaster risk and vulnerability assessments undertaken by UNICEF and relevant partners at country and regional-level, identifying good practices and lessons learned based on desk-review and consultations with relevant colleagues and partners in the region;
  2. Updated and improved child-centered climate and disaster risk and vulnerability assessment methodology and guidance (that can contribute to the on-going work of the ASEAN-UN JSPADM and also guide UNICEF programming);
  3. Review of relevant sector-specific and cross-sectoral disaster risk reduction and climate adaptation measures and development of guidance on effective climate adaptation and disaster risk reduction measures for UNICEF COs and programme sectors including on climate adaptation and disaster risk financing;
  4. Support regional monitoring and reporting on UNICEF’s climate and disaster resilient programming in the EAPR countries;
  5. Support EAPR climate and disaster resilience knowledge management initiatives, including input to a dedicated MS share point page, to facilitate exchange of information, good practices and lesson learnt;
  6. Prepare donor reports on climate and disaster resilient programming as requested;
  7. Development of a regional climate and disaster resilience initiative for target donors (priority sub-region is the Mekong Sub-region but other sub-regions such as the Pacific may be considered and determined later);
  8. Provide technical input and contribute to various regional initiatives, including the AADMER work programme 2021-2025, ASEAN-UN Joint Strategic Plan of Action on Disaster Management IV 2021-2025, ASEAN-UN Plan of Action on Climate Change and Environment, Framework Agreement of Cooperation between ASEAN and UNICEF and the UN Issued Based Coalition on Building Resilience.

Country-specific climate adaptation and disaster risk reduction assessments and guidance

  1. Technical support to help UNICEF CO’s engagement in national and sub-national climate adaptation planning and disaster risk reduction planning processes;
  2. Organisation of webinars and on-line sessions to strengthen UNICEF COs’ capacity in climate and disaster resilient programming;
  3. Provide remote (and onsite as needed and as feasible) in-depth technical support and quality assurance to COs in undertaking child-centered multi-hazard climate and disaster risk and vulnerability assessments, climate impact assessments, climate adaptation and disaster risk reduction planning and financing.

Duration of Contract: 1 November 2021 – 30 June 2022 (8 months, part-time – 10 working days/month)

Working Location:

The consultancy will be home-based with remote working modality and will work under the overall supervision and guidance of the UNICEF EAPRO Regional Environment and Climate Change Advisor in close coordination with the Emergency Specialist (DRR). Any decisions on official travel will be made depending on the travel restrictions and budget availability.

To qualify as an advocate for every child you will have…

  • Advanced university degree in environmental management, social science, data science or related field.
  • A minimum of 10 years of solid responsible professional experience in climate and disaster risk and vulnerability assessments, climate adaptation planning, disaster risk management, with at least 5 years at international level.
  • Experience in programming in disaster risk reduction and climate change adaptation in developing countries in Asia and the Pacific preferable.
  • Solid knowledge of international and regional frameworks relative to climate change adaptation and disaster risk reduction.
  • Experience in knowledge management processes, including documentation of good practices, case studies and lessons learnt.
  • Demonstrable experience of training/capacity building and knowledge of participatory methods of learning, including through remote delivery.
  • Ability to produce presentations and visual products using MS office. Experience with MS Share Point.
  • Fluency in English (verbal and written).
  • Knowledge of another UN language an asset.
  • Strong writing and communication skills.
  • Experience working with UNICEF or another UN agency an asset.
  • Excellent interpersonal skills.
  • Ability to work independently and to tight deadlines.
  • Good written and oral skills in English.
