How can you make a difference?

The Water, Sanitation & Hygiene (WASH) Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide technical support on policy review, funding strategies, and monitoring and reporting.

UNICEF WASH Strategy 2016 - 2030 highlights the need for key strategic approaches and sector reforms, evidence generation and country reforms support are necessary to achieve the SDGs.

The UNICEF East Asia and Pacific Regional Office Management Plan (ROMP) for 2022-2025 was developed at a pivotal moment for the children of the region, as countries attempt to balance a process of managing the ongoing COVID-19 pandemic and vaccine rollout whilst attempting to navigate a pathway to recovery from its economic and social impact. This will require strengthening the enabling environment of policies, strategies, monitoring, financing, capacity and related functions.

This consultant will support EAPRO to strengthen WASH enabling environment with a focus on policy, sector strategy and monitoring reform and monitoring and evaluation.

Work Schedule****:

A work schedule will be developed in the first month of the consultancy based on the above deliverables. Consultant will be expected to invoice monthly based on work completed during that time frame. Consultant will prepare a report at the end of each month on assignments performed during the month, which Supervisor will relate to work schedule and certify. This certified report will serve as a supporting document to the payment request relating to that month.

• Feedback on CSI and EYSN to country offices.

Duration of Contract: 50 working days between 15 November 2022 and 30 June 2023

Official Travel: Depending on the public health situation, the consultant may be requested to travel to Bangkok and EAP countries for technical support.

Work Location: The consultant will work remotely and not require any UNICEF office facilities to carry out this assignment.

To qualify as an advocate for every child you will have…

• Advanced University degree in Water Engineering, Environmental Sciences, Public Health, Social Sciences or related disciplines.
• This consultancy requires at least 20 years of experience in the WASH sector at a senior level working in the areas of policy and strategy and programme management and monitoring.
• Experience developing strategies and funding plans for WASH sector organizations, preferably UN.
• Experience developing and applying tools and methodology of the WHO/UNICEF Joint Monitoring Programme for Water Supply, Sanitation and Hygiene.
• Experience with UNICEF at country and regional office level including analysing and reporting on COAR, RAM or SMQ data.
• Experience developing successful proposals for UNICEF WASH programmes.
• Proven excellent communication skills in English.
• The consultant must be very familiar with current developments, research, best practices and global policy direction in the sector, especially in financing and engaging the private sector.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
