For every child, evaluate

The Evaluation Office focuses on the promotion of an enabling environment for evaluation and providing ready access to evaluation information. It also commissions independent corporate evaluations (ICE) and humanitarian evaluations (HE), usually conducted in collaboration with external consultants, and undertakes evaluation capacity development within and outside the organization.

The consultant is part of the section for Independent Corporate Evaluations (ICE) on UNICEF strategic plan goal areas. Working closely with the Principal Adviser and in collaboration with the relevant evaluation manager, the consultant will support the Independent Corporate Evaluations and Humanitarian Evaluations teams through providing a range of tasks in developing, implementing, executing and monitoring the related workplan activities, ensuring timely and effective delivery that is consistent with UNICEF rules and regulations.

How can you make a difference?

The consultant is responsible for the timely and accurate execution of the tasks which are important for ensuring that corporate evaluations are well planned, managed and implemented.

Activities will include the following:

  • Works closely with the ICE/HE teams to provide support in the achievement of work priorities and objectives; assists to monitor work progress; supports follow-up system of actions taken and reports.
  • Compiling, researching, analyzing and synthesizing qualitative and quantitative data and information from a variety of sources on subject matters relevant to the respective evaluations being planned.
  • Ensuring that key documentation and updated essential data on the respective evaluations is maintained in SharePoint sites and folders for ease of access.
  • Preparing background material for use in discussions or briefing sessions with HQ divisions, ROs, COs and with evaluation consultants.
  • Arranges for effective stakeholder meetings, including interview schedules, meeting logistics, and taking notes.
  • Participates in discussions of new or revised procedures and practices; collects, documents information on bottlenecks and recommended solutions and follows up on the action points.
  • Arranges for and/or attends meetings on day-to-day ICE/HE related matters and provides support in making the necessary logistical arrangements.
  • Gathers and shares information as needed in support of improving the processes and daily operations of the ICE/HE teams. Develops databases to facilitate use of corporate monitoring, research and audit data.
  • Support organization-wide learning through dissemination of evaluation products.

Timeframe:

The consultant is expected to commence working by 1 July 2021. The total length of the consultancy is 11.5 months.

To qualify as an advocate for every child you will have...

  • An advanced university degree (Master’s) in Social Science, such as Economics, Public Administration, Sociology or in field related field to the work of the organization, is required.
  • A minimum of 4 years of experience in supporting programme evaluation and management in the development sector, is required.
  • Knowledge of and familiarity with methods and technologies applicable to evaluation is an asset, as is experience with digital data collection, and analysis of big data sets.
  • Fluency in English is required. Knowledge of another official UN language is an asset.
  • Good knowledge of UNICEF systems, structures and information resources.
  • Strong office management skills.
  • Strong organizational skills and attention to detail.
  • Strong report writing skills.
  • Good analytical skills.
  • Demonstrate experience in work effectively under matrix management structure.
  • Experience with Microsoft, Zoom and SharePoint.
  • Experience with designing, conducting, and analyzing online surveys.
