Purpose of the consultancy

The main purpose of the consultancy is to work with the AMR/IPC unit at WHO EMRO to support French speaking countries (Morocco, Tunisia and Djibouti) to implement and monitor their national AMR and IPC action plans and to strengthen their AMR and IPC surveillance systems through collection, aggregation, analysis and reporting of data.

Background

In response to Member States requests, WHO has developed the Global Antimicrobial Resistance Surveillance System (GLASS) as a global platform to promotes and supports standardized antimicrobial resistance (AMR) surveillance worldwide. The overall goal of GLASS is to enable standardized, comparable and validated data on AMR to be collected, analysed and shared with all countries and partners. Many countries do not have national capacities to collect, aggregate, analyse, or prepare reports of their national AMR data. In this regard, the consultant will assist the AMR/IPC Unit efforts to improve AMR surveillance and develop national teams’ capacity for data management and analysis. Furthermore, the consultant will support the French speaking countries to strengthen their national and healthcare facility level IPC programs.

Start date: 01/06/2021

End date: 31/12/2021 (with possibility of extension to March 2022)

Work to be performed

Output 1: Conduct country briefing for AMR in priority countries on how to establish or enhance national AMR surveillance.

Deliverable 1.2. Provide technical support to national AMR & GLASS focal points, through country missions, emails, calls, and other means of communication to build national capacity in AMR surveillance and data management.

Output 2: Follow-up with countries and provide technical support to national teams to be able to collect, prepare, compile, analyze and report AMR data at both surveillance sites and national levels in French speaking countries in the region.

Deliverable 2.1: participate in training and data management workshops for countries

Deliverable 2.2: support countries to design data collection tools, conduct data analysis, prepare of country report on AMR.

Deliverable 2.3: prepare a consolidated and comprehensive feedback on AMR surveillance in at least three priority countries.

Output 3: Evaluate national IPC education and training policy and plans, and work with national teams to update them in collaboration with country offices’ focal points

Deliverable 3.1: Deliver technical presentations and background materials targeting facility level IPC focal persons in consensus of national IPC stakeholders.

Deliverable 3.2: Participate in virtual or onsite training of hospital IPC teams on basic and advanced IPC measures.

Output 4: Assess IPC core components in healthcare facilities and recommend priority IPC interventions in those facilities to improve IPC core components in French speaking countries.

Deliverable 4.1: conduct assessment of IPC core components in the healthcare facilities.

Deliverable 4.2: Report of the result of the assessment

Deliverable 4.3: Follow-up report on the progress of implementation of the recommended interventions

Required Qualifications

Education:

Qualifications required: University degree in medicine, pharmacy, public health or equivalent

Experience****:

At least 2 years of experience in dealing with AMR surveillance and managing AMR data and GLASS data files or infection prevention and control programs. - Good communication skills and report writing. - Good knowledge of WHONET, EXCEL or other data set software.

Language Excellent knowledge of French and English is required.

Location: The consultant will be placed in Cairo to work under the direct supervision of the regional adviser for AMR and IPC at EMRO.

Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
