  1. Purpose of the Consultancy

The main objective of this consultancy is to review and update the existing National Risk communication and Community Engagement Strategy (RCCE).

  1. Background

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

The objectives of the Country Health Emergency Preparedness & the International Health Regulations (2005) programme area (CPI) include the monitoring and evaluation of countries' preparedness to health and humanitarian emergencies, the planning and country capacity building for critical capacities involving an all-hazards approach at all three levels of the Organization.

Under the International Health Regulations (RCCE), risk communication and community engagement is a core capacity for country preparedness and response. Throughout the pandemic, the importance of RCCE has been highlighted, in particular the importance of effectively engaging civil society as part of whole-of-society response to COVID-19 and COVID-19 vaccine demand generation efforts. The selected consultant will support with a range of activities for COVID-19 RCCE response and vaccine roll out, in addition to project managing the EMRO community engagement initiative aimed at strengthening the civil society partnerships for health emergency preparedness and response. These activities align with and deliver upon the EM regional framework for *‘**Building resilient communities for better health and well-being in the Eastern Mediterranean Region’*, agreed upon by the EM Regional Committee (October 2021).

  1. Planned timelines (6 months)

Start date: 15/01/2022

End date: 15/07/2022

  1. Work to be performed

Output 1: Support projects/initiatives on engaging civil society organizations in preparedness and response to emergencies.

Deliverable 1.1: Regional project coordination for initiative on engaging CSO’s in building community resilience and for COVID-19 response

Deliverable 1.2: Supporting with planning, project management and reporting of the project in collaboration with HQ, country offices and CSO’s in selected countries.

Output 2: Support to COVID-19 and COVID-19 Vaccine Demand Generation response:

Deliverable 2.1: Support in the implementation of risk communication and community engagement activities, at regional and country-level (as requested), as part of the health response operations, including for COVID-19 vaccine demand generation and working with other operational areas of the COVID-19 response.

Deliverable 2.2: Support the COVID-19 vaccine demand generation response at regional level, coordinating with the vaccine pillar and participating and reporting through to various working groups, forums, and the IMST.

Deliverable 2.3: Support the development of various risk communication materials such as public information; brochures, leaflets and posters; radio and TV scripts.

Output 3: Support to RCCE programme assistance:

Deliverable 3.1: Development of a monitoring and evaluation framework for the new EM Regional RCCE strategy and support in the routine monitoring, tracking and reporting of RCCE programme implementation at regional and country levels, in partnership with the RCCE Technical Lead, and country office RCCE focal points.

Deliverable 3.2: Participate in the coordination and organization of regional workshops, meetings, conferences, and other events.

Deliverable 3.3: Support in unit strategic planning, including budgetary planning for the RCCE portfolio.

Deliverable 3.4: Perform any other related duties as required.

Specific requirements

Qualifications required:

  • Essential: A university degree in social sciences, development sciences, communications, public health, project management or another field from an accredited/recognized institute.
  • Desirable: Master’s level in any of the above fields from an accredited/recognized institute.

Experience required:

  • Essential: A minimum of 3 years’ experience at the national level in risk communication, community engagement, project management, health promotion, and/or emergency management, a demonstrated experience implementing activities in the field.
  • Desirable: Prior working experience with WHO, the UN, health cluster partners, recognized international organizations.

- Skills / Technical skills and knowledge:

  • Sound judgment, and knowledge, in the areas of risk communication and community engagement
  • Excellent interpersonal skills.
  • Ability to work under pressure while producing results.
  • Ability to “think out of the box” and to make innovative proposals related to risk communication and community engagement.
  • Tact, discretion and diplomacy.
  • Knowledge or understanding of WHO mandate and goals in the emergency incident management context.

- Language requirements:

  • Essential: Excellent knowledge of English and Arabic language.
  • Desirable: Intermediate knowledge of French.

  1. Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

9. Travel

This assignment will include travel but will be decided based on communications with countries.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
