Consultant (Review and Integration)

Result of Service - Support in the integration of all the written outputs produced for the “Women in chemistry compendium of best practices” is provided. - Specific sections of the “Women in chemistry compendium of best practices”, focusing on topics related to women working in the chemical security sector are drafted (expected deliverable 2500 words) as per the outline agreed with the Programme Manager. - Contribution in revising the content during the “peer-review process” of the “Women in chemistry compendium of best practices”, focusing on topics related to women working in the chemical security sector is provided.

Duties and Responsibilities 1. Background of the assignment:

The United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI' s goals are:

• to advance understanding of crime-related problems;
• to foster just and efficient criminal justice systems;
• to support the respect of international instruments and other standards;
• to facilitate international law enforcement cooperation and judicial assistance.

One of the strategic priorities of UNICRI is to support the development of an integrated Chemical, Biological, Radiological and Nuclear (CBRN) approach that incorporates all international, regional and national CBRN components into a common strategy. This entails the application of a holistic approach through which all stakeholders, while operating autonomously, can establish common goals, identify and manage resources to achieve these goals, clearly allocate responsibilities and tasks, elaborate functioning channels of communication, create a security culture based on common learning, and ensure that lessons learnt are incorporated and absorbed throughout the whole system.

Within the framework of the “Women in Chemistry” Project, funded by the Organization for the Prohibition of Chemical Weapons (OPCW) UNICRI will be responsible for the identification of best practices in recruiting, training and promoting women in chemical safety and security. The findings of the research will be presented in a compendium of practical recommendations.

This initiative aims to promote the role of women in male-dominated areas, making progress towards the achievement of the Sustainable Development Goal 5 on gender equality and empowering all women and girls, and towards the implementation of the United Nations Security Council Resolution 1325 on women, peace and security, which urges Member States to ensure increased representation of women in law enforcement, peacekeeping and military at all levels.

The UNICRI Team will supervise the overall implementation in close coordination with identified relevant international subject matter experts and trainers on topics related to women in the chemical safety and security field.

2. Purpose of the assignment:

With specific reference to the project: “Women in Chemical Safety and Security”, funded by the OPCW, the Consultant will assist the Programme Officer in the draft of the compendium of best practices, focusing in particular on topics related to women working in the chemical security sector. The objective of the project is to promote women in chemistry through carrying out an action-oriented research to identify the best practices in recruiting, training and promoting women in chemical safety and security. The findings of the research will be presented in a compendium of best practices, which contains a set of practical recommendations.

3. Specific tasks to be performed by the consultant:

With the support from UNICRI and under the overall supervision of the UNICRI Programme Management Officer, the Consultant will perform the below listed duties: - Provide support in the integration of all the written outputs produced for the “Women in chemistry compendium of best practices”, addressing challenges, best practices and recommendations for the promotion of women working in the field of chemical security. - Draft specific sections of the “Women in chemistry compendium of best practices”, focusing on topics related to women working in the chemical security sector, in particular related to understanding the problem, implications of working with toxic agent and recommendations. - Contribute to revising the content during the “peer-review process” of the “Women in chemistry compendium of best practices”, focusing on topics related to women working in the chemical security sector.

Qualifications/special skills Academic Qualifications: An advanced University degree (Master or equivalent) in Chemistry, Toxicology or related fields is required. Experience: At least 10 years of relevant professional experience in the field of chemical safety and security is required. Previous relevant work experience with the United Nations or similar large international or regional organizations is desirable. Relevant experience in the area of chemical, biological, radiological and nuclear (CBRN) risk mitigation is desirable. Language: Proficiency (i.e. oral and written fluency) in English is required. Knowledge of another official UN language is highly desirable.
