1. Background

The health agenda in Africa is currently driven by a need to re-align country health focus around attainment of Universal Health Coverage targets and the SDG 3 goal. There are various lessons and practices that are being learnt across the African Region, which are not being effectively disseminated. It is vital to accelerate movement towards UHC and SDG 3 attainment by improving lessons and experience sharing across countries. The objective of establishing the journal would be to highlight the design and impacts of policy and implementation practices relating to UHC and SDGs within the WHO African Region.

Within the framework of the Assistant Regional Directors Cluster, the purpose of the Publication and Journal Officer is to have first line responsibility for the preparation of Publications and Journals for the regions, including but not limited to managing the editorial review process; making proposals on members of the Editorial Board, reviewers, special editors, and digest or column editors; coordinating manuscripts for publication and other related activities in an independent manner.

2. Deliverables

  1. Develop the concept note for establishing a health journal, clearly articulating the scope, audience, readership, purpose, nature, and distribution among other elements.
  2. Coordinate experts to develop a name and design of the Health Journal.
  3. Coordinate information from stakeholders including collaborating with WHO HQ and WHO AFRO clusters on the nature of the Journal.
  4. Responsible for coordinating all communication management of the Journal to ensure timely dissemination of information and decision making.
  5. Consolidate papers on various technical areas within and across the cluster for publication.
  6. Support the management of the journal by preparing a project plan for ensuring sustainability and relevance of the Health Journal.
  7. Coordinate activities to put in place the objectives defined in the concept note including areas such as preparing a call for experts to the editorial board.

3. Qualifications, experience, skills and languages

Educational Qualifications

    • Essential: Preferably a master’s degree in areas related to health research, public health or social sciences.
    • Desirable: A degree or diploma in scientific writing or research management.

Experience

    • Essential: At least 5 years of related publishing experience, including scholarly journal and books, development, and production, preferably in a non-profit environment.
    • Minimum of 1 year working for a scientific journal or exposure in affiliation to journal or scientific writing environment.
    • Desirable:
    • Experience working for a scientific journal or exposure in affiliation to journal or scientific writing environment.
    • Experience in managing research projects, policy formulation and strategic planning for health systems.

Skills and competencies

  1. Expertise in publishing experience, including scholarly journal and book development and production, preferably in a non-profit environment.
  2. Expertise working with commercial publishers.
  3. Expertise in managing the publication process including budgeting, printing, editorial and production management, inventory control and vendor management and related technologies. Demonstrated knowledge of the current issues in association and scholarly journal publishing, including Open Access journals, use of the Internet, social media, pricing, education, and scientific knowledge dissemination challenges
  4. Excellent skills and ability in managing diverse teams and financial resources.
  5. Proven skills in mobilizing resources.
  6. Ability to engage and communicate effectively and diplomatically with external partners including Ministries of Health, donor institutions, Civil Society, and other stakeholders.
  7. Proven expert knowledge in research, analytics, and research management, as evidenced by a recent (within past 5 years) track record of publication in peer-review scientific journals.

Languages

Excellent knowledge of spoken and written English is essential. Working knowledge of French or another UN language is an advantage.

4. Technical Supervision

The selected consultant will work under the supervision of the ARD at P3 level.

On site: WHO AFRO, Brazzaville

7. Remuneration and budget (travel costs excluded)

Rate: Monthly rate at P3 USD 7,000 per month.
