Purpose of the Post:

To review the special projects under the Bangkok Declaration Special Fund (BDSF) Special Fund for Extra-ordinary circumstances (SFEC), and prepare two consolidated report on the collective impact of the projects (one report for innovations and one for challenging situations)

Objectives of the Programme

The main objective of GLP is to further reduce disease burden of leprosy in all Member States, with the global target of reducing the rate of new cases with grade-2 disabilities (G2D) rate per million population to less than one, reduce number of new child cases with G2D to zero and zero legislations/laws that allow discrimination on the basis of leprosy. As per the Global Leprosy Strategy 2021-2030, several countries are targeted for reaching interruption of transmission and elimination of new disease. GLP has a major role in providing normative guidance as well as monitoring global and country trends

Organizational Context :

Under the overall guidance of Team Leader – GLP and direct supervision of the Technical Officer – GLP, the incumbent will analyze the various project proposals and reports under the two mechanism and will extract common themes, implementation challenges, outputs and overall impact. Lessons learnt will be highlighted in the reports.

Terms of Reference:

Under the overall guidance of the Team Leader of GLP and direct supervision of the Technical Officer of GLP, the incumbent will:

  1. review all BDSF and SFEC approved proposals (including programme changes), implementation plans and annual reports.
  2. document the processes involved, challenges faced and lessons learnt in implementing the special projects
  3. prepare a report on the special projects and summarize the challenges faced and lessons learnt for future reference.

Education (Qualifications)****:

Essential : University degree in public health, from a recognized university.

Desirable: Post graduate degree/diploma in public health

Essential Experience****:

Essential : At least 5 years of relevant experience, including some years of demonstrated international exposure;

Relevant experience includes: professional work experience in management and documentation of donor-funded projects at national or sub-national level, programme monitoring and evaluation in disease control field or related public health field, as appropriate to the assignment.

Desirable:

Working experience with UN system, in general, and the WHO system, in particular will be an advantage. Authored impact assessment and project reports

Functional Skills and Knowledge

Essential skills:

  • In-depth knowledge in disease control, surveillance and response and related public health areas.
  • Capacity to review and assess project reports and epidemiolocal data; and identify best practices
  • Capacity to consolidated common findings and document succinctly.
  • Proven ability to write technical documents in a clear and concise manner.

Desirable Skills:

  • Experience of working in an international environment.

Languages:

  • Excellent knowledge of spoken and written English;
  • Knowledge of either French or Portuguese is an additional advantage

Other Skills (e.g. IT): Proficient in standard MS Office software applications. Data analysis using statistical packages, DHIS2 and SPSS is an advantage

Additional information:

  • The purpose of this VN is to invite qualified professionals with relevant expertise for P3 grades for inclusion in a roster of experts for possible short-term consultant assignments which may arise from time to time
  • The grade of the position is fixed based on the level of responsibilities and complexity of tasks assigned as reflected in the terms of reference.
  • The duration of assignment would be for four months. Any extension of contract would be subject to programmatic requirements, performance of the incumbent and availability of funds.
  • The place of performance of the work under the Contract shall be onsite/offsite (as per requirements and current conditions). The implementation of the assignment may require travel; costs for such travel will be borne by WHO according to its rules and regulations.
