Consultant partnership strategy for China

Result of Service - Phase 1 (January - February): Develop one overarching, five-year partnership and resource mobilization strategy for China. Suggested timeline (TBC in consultant’s plan of work): First draft/outline due by 15 January; final document due by 30 January. - Phase 2 (February-March): Further articulate an actionable country-specific plan for China. Each plan should include engagement modalities, resource mobilization strategies and an action plan. Expected duration 30 days between 15 December 2022 and 15 March 2023.

Duties and Responsibilities Under the supervision of the Chief of ERPS, the Consultant will have the following duties and responsibilities: - Provide OCHA with a better understanding of the global, regional and country specific dynamics and key interests of China, including decision making processes, and opportunities for strengthening its collaboration with public and private partners on humanitarian and relevant development issues; - Develop an individual country partnership strategy and effective engagement plan that outlines key partnership and fundraising opportunities, suggested approaches and a clear roadmap with prioritized actionable recommendations.

More specifically, the objectives are to: a) Analyse the current socio-economic, geopolitical, diplomatic and security trends which impact humanitarian giving and offer opportunities for enhanced partnerships and resource mobilization for OCHA and the system; b) Understand the landscape and role of key actors in humanitarian (and development) funding (governments, philanthropies, NGOs, high-net-worth individuals, the private sector as well as regional and sub-regional entities), emergency response mechanisms (such as UNDAC, INSARAG, etc.); c) Learn from other multi-lateral organizations actively partnering and fundraising with China, d) Map clearly the entry points, modalities of engagement and required resources, e) Identify opportunities and channels to effectively market OCHA’s coordination function, promote its tools and services and value proposition of its pooled funds with key decision-makers.

Qualifications/special skills Advanced university degree (Master’s degree or equivalent) in political science, international relations, economics, communication, journalism, public relations or related field. Proven track record of previous consultancies in similar fields with UN agencies. Experience in partnerships, external relations, government relations and humanitarian affairs required. Excellent knowledge of the country, including key players, financing decision-making processes and dynamics related to positioning as humanitarian donors is required. Previous research work or publications on foreign aid of China is desirable. Knowledge of OCHA and humanitarian agencies’ resource mobilization is desirable.

Languages Fluency in English is a requirement. Fluency in Chinese is desirable.
