  1. Purpose of the Consultancy

The consultant will support Member States to develop the prevention and control tools and build capacities for health threats at the human-animal-environment interface in alignment with the “One Health” approach.

  1. Background

The health threats at the human-animal-environment interface and their associated adverse effects can be avoided or even minimized if countries are properly prepared, be able to predict, prevent, identify and detect the emergence of these health threats and efficiently manage them. Hence, there is an urgent need for countries to implement a multidisciplinary cross-sectoral One Health approach whereas all human, animal, and environmental health authorities in the country work together in a harmonized way, making the best use of resources and aligning their strategies.

The emerging zoonoses, a growing public health threat in EMR, have been reported from 18 out of 22 EMR countries with explosive outbreaks and high fatalities never seen in any other Region in the last two decades. In addition, Vector Borne Diseases (VBDs), endemic zoonotic diseases, and foodborne diseases such as dengue, chikungunya, yellow fever and West Nile fever, cause outbreaks across all countries of the Region.

A regional Framework to advance One Health is, therefore, proposed. The Framework was developed using the findings of the several assessments and reviews that have taken place in countries of the Region. Globally, following the quadripartite organizations (WHO, FAO, OIE and UNEP) agreed to jointly develop a strategy and action plan to prevent future zoonotic pandemics through the One Health approach. In response to this agreement, the draft One Health Joint Plan of Action (2022-2026) (OH JPA) was developed.

Moreover, enhancing the capacity of countries at the animal health and human health interface was highlighted as the main recommendation in most of the EMR countries that conducted JEEs which has been hindered by weak coordination and collaboration among the relevant sectors besides lacking joint harmonized plans.

Accordingly, there is a need to support countries to develop their national joint one Health plans in alignment with the “One Health” approach and the regional as well as the global One Health related plans and frameworks.

  1. Description of duties

Work to be performed:

Output 1: Critical core capacities for health emergency preparedness, disaster risk management and the International Health Regulations (2005) strengthened in all countries

Deliverables:

  • Organize International Health Regulations - Performance of Veterinary Services bridging workshops and generating the workshop report as planned in 3 EMR countries namely Bahrain, Iraq, and Pakistan.
  • Develop the needed materials for the JRA workshop in UAE and Iran and assist in the delivery of the training materials and follow up with countries to finalize the assessment reports following the workshop.
  • Support the preparations and organization of a Regional Meeting on fostering One Health in the Eastern Mediterranean Region

Output 2: Countries operationally ready to assess and manage identified risks and vulnerabilities

Deliverables:

  • Conduct a national One Health Disease Prioritization workshop in Bahrain, Oman, Qatar, Saudi Arabia and UAE countries and assist these countries in elaborating the prioritization report.
  • Provide technical advice on the implementation of the Regional operational framework for One Health in Afghanistan, Djibouti, Iraq, Iran, Libya, Pakistan, Somalia, Sudan, Syria, Yemen. This will assist the CPI unit in undertaking its role as the secretariate for the Regional Quadripartite Coordination Mechanisms.
  • Develop a national multisectoral coordination mechanism in Bahrain, Iran, Morocco, Saudi Arabia and Syria.

Specific requirements

- Qualifications required:

  • University degree in Veterinary Medicine. Master’s degree in Epidemiology/public health will be an asset.

- Experience required:

  • Minimum of 5 years’ related experience in implementation of public health surveillance and outbreak investigation and response. International experience is mandatory.
  • Demonstrated previous experience working within the One Health Approach, ideally at a country-level, highly desired
  • Demonstrated previous experience on prevention and control of outbreak prone diseases, including zoonotic diseases, highly desired
  • Demonstrated understanding of the IHR (2005), highly desired

- Skills / Technical skills and knowledge:

  • Excellent knowledge of Microsoft office
  • Demonstrated capacity to work within different cultures
  • Demonstrated ability to interact in complex situations involving technical and cultural elements

- Language requirements:

Excellent knowledge of English language. Working knowledge of another UN language would be an asset.

The selected Consultant will be expected to provide a medical certificate of fitness for work.

9. Travel

The Consultant is expected to travel. Destination and duration of travel will be identified through the progress work identified in countries

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
