Result of Service In the context of the "Technical Cooperation Framework on Developing the Somali National Strategy for Older Persons" between ESCWA and MoLSA, ESCWA will recruit a consultant to collect data for a situation analysis report on older persons in Somalia (the Report).

Work Location Somalia

Expected duration The overall duration of the contract is 3 months starting from beginning of August – end of October 2022.

The suggested timeline of deliverables is as follows: Beginning of August 2022 Initiation of assignment

End of August 2022 Submission completed questionnaires

End of Sept 2022 Complete desk review Conduct interviews with relevant stakeholders

End of October 2022 Submission of second round of interview transcripts

Duties and Responsibilities Somalia is witnessing a slow demographic transition, the number of older persons has reached about 724,000 persons in 2020, representing about 4.5% of the community according to UN DESA figures. However, the number of older persons is expected to reach 4 million persons in 2070 equivalent to 7.75% of the total population. The older persons constitute one of the most vulnerable groups Somalia as large segments of them are exposed to the risk of poverty, disease, and isolation.

In its effort to develop integrated policies that ensure older persons are included and protected, the government of Somalia plans to develop a national strategy for older persons.

In this context, the Ministry Labor and Social Affairs (MoLSA) requested technical assistance from ESCWA to prepare the Situation Analysis Report on Older Persons in Somalia (the Report). The Report will provide needed evidence to develop an older persons strategy that is responsive to older persons issues and priorities in a later stage. The consultant is expected to use both quantitative and qualitative research methodology. This includes: - Conducting desk research of the available studies on older persons in Somalia - Compile available statistical data - Conducting in depth interviews and focus groups with relevant actors to collect primary data to identify challenges. Actors include but are not limited to representatives of relevant ministries and governmental bodies, civil society, labor unions, and hospitals and older persons care facilities. - Support ESCWA's team with drafting of report

Qualifications/special skills Academic Qualifications: An advanced degree (Masters or equivalent) in development studies, social sciences, or another related field is required. A Bachelor's degree with two additional years of experience is acceptable. Experience: At least 3 years of professional experience in the area of social development is required. Experience in working on ageing issues and policy development is desirable. Language: Fluency in written and spoken English is required.
