Result of Service Delivered ADT assessment in Kyrgyzstan will help to engage relevant stakeholders to discuss challenges and potential solutions of improving reporting infrastructure and agree on a way forward to support implementation of an INFF program as outlined in the respective country project budget.

Duties and Responsibilities UNCTAD is currently undertaking the implementation of a Development Account project entitled ‘Toward Integrated National Financing Frameworks’. The project aims to support selected countries to mobilize and align financing with national sustainable development priorities, in particular in the context of addressing the significant impacts of the COVID-19 pandemic on both financing needs and on the availability of public and private financing for sustainable development. The project also aims to foster regional and global knowledge exchange, ensuring peer learning at the regional level and knowledge transfer at the global level, to better link global policy processes to national and regional implementation. The project complements several ongoing activities on Integrated National Financing Frameworks (INFFs), both globally and at the country level. A number of beneficiary countries have been selected including Kyrgyzstan in the CIS region. A series of national activities have taken place in Kyrgyzstan. In addition, UNCTAD will convene an assessment of the national reporting infrastructure in Kyrgyzstan as a beneficiary country in the region. To facilitate the preparations and execution of the ADT assessment in the country, the consultant will be responsible for the following activities:

1) Multistakeholder Kick off meeting to enable the launch of the National Assessment Phase:

  • Identify the key local organizations that should be involved in the implementation of DAP, representing reporting infrastructure in 4 areas: economic, environmental, social and institutional.
  • Identify a focal point in each one of these organizations. There should be approximately 30-35 national experts (or focal points) in the field of reporting.
  • Brief focal points and explain the different steps to be followed during the DAP, how they are expected to contribute to this process and the expected outcomes.
  • Prepare an assignment list of the different sections (indicators) of the revised ADT based on the area of expertise of the institutions participating in the exercise. In some cases, more than one institution could be in charge of responding to the same indicator. Therefore, the consultant will have to consolidate the responses received for the same indicator from different focal points. This list will be discussed with UNCTAD.
  • Assist in the organization and preparations of the kick-off meeting, including by ensuring the participation of key counterparts.
  • Assist in the collection of evaluations and the preparation of a summary of the meeting including an analysis of the feedback received.

2) Interim national assessment - Provide substantive backstopping to each focal point during the data collection process if needed. - Collect and elaborate contributions from all local organizations concerned. - Organize bilaterals to obtain additional information when needed. - Prepare an integrated report (interim report) with all questions completed; a summary (about 3500 words in English) of key findings, highlighting main areas that require attention based on the responses received and on the consultant's expertise and knowledge of the local situation. A list of ADT indicators that require attention will be prepared, with particular attention to the ESG component. The report will also include a section with recommendations concerning next steps. - Share the report with UNCTAD for feedback. - Prepare a revised version of the report including UNCTAD's comments. in English.

3) A national consultative workshop - Assist in the organization and execution of one day meeting with all focal points and other stakeholders in order to present the report, discuss and validate the findings and responses. - Ensure the participation of all key stakeholders. - Assist UNCTAD in the preparation of a presentation of the consolidated results of reporting infrastructure as an extended feedback on the use of the ADT. - Obtain feedback from participants through an evaluation survey. - Prepare a summary of the meeting discussions including an analysis of the feedback received. - Integrate feedback received during the meeting and prepare a draft final report (Summary Report), including additional comments on the usefulness of the UNCTAD assessment questionnaire. - Send the summary report to all focal points for confirmation and consensus. - Finalize the draft final report and ADT questionnaire and submit to UNCTAD, for review and once finalized, the report will be sent to a peer review committee for additional revisions, if needed.

The consultant will provide weekly progress reports by email or by phone.

*e-ADT: The consultant will also complete the e-ADT in parallel (English version) and will follow the process and fill in all the required information on relevant platform.

Qualifications/special skills Academic Qualifications: Advanced university degree in the area of economics, accounting and sustainability reporting; finance; business; corporate management; or national accounting qualification is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Experience: At least five years of work experience in accounting, corporate reporting, sustainability reporting, finance or related field is required Language: Fluency in written and spoken Russian and English is required.
