  1. Purpose of the Consultancy

Overall objective of this consultancy is to support the Health Economic and Financing Directorate (HEFD) in costing of the Afghanistan National Health Strategy (NHS 2021-2025) using the OneHealth tool.

2. Background

Afghanistan has made considerable progress in expanding access to essential health services and improving the health outcomes of its population in a very difficult security situation. Life expectancy, under-five and maternal mortality have improved significantly since the implementation of the Basic Package of Health Services (BPHS) and the Essential Package of Hospital Services (EPHS).

The Ministry of Public Health (MoPH) is in the process of developing National Health Strategy (NHS 2021-2025), which provides an overall picture of the past endeavours of the MoPH and proposes new strategies to improve health status of the Afghan population in the years to come. This strategy will operationalize the first five years of National Health Policy 2021-2030. Estimating cost of the NHS will help MoPH to priorities programs and allocate the resources efficiently. In addition to that, it generates evidence to raise awareness on importance of considering the health sector in national planning. OneHealth Tool (OHT) will be used for the costing of the strategy. The OneHealth Tool is a software tool designed to inform national strategic health planning in low- and middle-income countries. Normative approach has been adopted for the costing of the strategy.

3. Planned timelines (subject to confirmation)

Start date: May, 2021

End date: July, 2021

During the planned timeline, services of the international consultant will be required for a total of 30 working days:

phase 1: 3 working days (Remotely)

phase 2: 15 working days (In country mission)

phase 3: 12 working days (Remotely)

4. OVERALL RESPONSIBILITIES

The international consultant will work with WHO Afghanistan country office team, the MoPH/HEFD to cost the National Health Strategy (NHS 2021-2025).

SPECIFIC RESPONSILITIES

  • To train the HEFD MoPH staff on using OneHealth costing toll
  • To estimate overall costs for the implementation of NHS 2021-2025
  • To present the estimated costs by type of cost categories and NHS strategic areas
  • To estimate funding gaps based on estimated costs and projected availability of funds over the period from 2021- 2025.

Output 1: Review of background documents, prepare for the training in Kabul.

Deliverable 1.1: Brief progress report, the detailed plan

Output 2: Training of HEFD/MoPH technical staff on using OneHealth tool.

Deliverable 1.1: Brief training report, agenda

Output 2: Conduct the National Health Strategy (2021-2025)

Deliverable 2.1: Questionnaires for required data collection.

Deliverable 2.2: Primary results of costing by type of cost categories and NHS strategic areas

Deliverable 2.3: Draft report of the costing study

Output 3: Work with the team in finalization of the costing study report

Deliverable 1.1: NHS 2021-2025 costing final report covering the estimated implementation costs and funding gaps.

6. Specific requirements

- EDUCATIONAL REQUIRMENTS

  • Master's Degree or higher in economics, health economics, public health or related fields.

REQUIRED EXPERENCE :

  • A minimum of 7 years of experience working in similar roles.

- Skills / Technical skills and knowledge:

  • Experienced in using One Health tool.
  • Experience in conducting comprehensive costing studies.
  • Good understanding and knowledge of health financing concepts
  • Excellent report writing skills

- Language requirements:

  • Excellent English communication skills, both verbal and written is strongly desired.

7. Place of assignment

Kabul Afghanistan and as well as remote support.

8. Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

9. Travel

The Consultant is expected to travel

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
