Purpose of consultancy
The purpose of this national consultancy is to contribute in the development of the multisectoral national strategy for mental health among adolescent and children, as well as the operating plan for Tunisian multisectoral national strategy to promote mental health among adults after drafting the roadmap by all parties under WHO support for national mental health efforts in Tunisia.
Background
The COVID-19 pandemic has had a severe impact on the mental health and wellbeing of people around the world while also raising concerns of increased suicidal behaviour. In addition, access to mental health services has been severely impeded. WHO estimates the rise in both anxiety and depressive disorders at more than 25% during the first year of the pandemic.
The promotion of mental health in Tunisia is a public health priority. In 2013, a mental health promotion strategy was developed based on a broad discussion of all the actors involved, both in health and in other sectors. In 2015, a technical committee for the promotion of mental health and a technical committee for the fight against suicide were created at the level of the Ministry of Health with the aim of implementing mental health promotion activities at the national level. Although the directions and priorities have been defined and initiated by these committees, the operationalization of this strategy encounters difficulties related to a lack of human resources and the need to redefine the roles of each stakeholder.
The promotion of mental health in Tunisia is a public health priority. The Ministry of Health has launched working groups to 1) develop an action plan for the implementation of the multisectoral national strategy for the promotion of mental health among adults and 2) to develop a national multisectoral strategy for the promotion of mental health in children and adolescents.
The purpose of this national consultancy is to develop the multisectoral national strategy for mental health among adolescent and children, as well as to develop the operating plan for Tunisian multisectoral national strategy to promote mental health among adults after drafting the roadmap by all parties under WHO support for national mental health efforts in Tunisia.
Deliverables
Output 1: Contribute to conducting Tunisia Roadmap for multisectoral national strategy for mental health and coordinate meetings between the different parties.
Deliverable 1.1: Develop a detailed methodology for undertaking the required tasks.
Deliverable 1.2: Synthesize group work for both national strategy for mental among adults and adolescent and children
Output 2: Contribute in the development in a multisectoral national strategy for mental health among adolescent and children and the operating plan for Tunisian multisectoral national strategy for mental health among adults.
Deliverable 2.1: Provide technical input in the development of the multisectoral national strategy for mental health among adolescent and children.
Deliverable 2.2: Provide recommendations in the development of the operating plan for Tunisian multisectoral national strategy for mental health among adults
Deliverable 2.3: Contribute to developing an M&E framework for both strategies
Education
Essential: University degree in strategic management, public health, or any related mental health field.
Experience
Essential: Up to 5 years of experience in public health, health planning and mental health.
Skills/Knowledge
- Strong communication and coordination skills
- Ability to manage multiple tasks.
- Familiarity with mental health and concerned counterparts in the country
Languages
Fluency in languages used in the country (Arabic, French, English)
Location
Tunisia
Remuneration and budget (travel costs are excluded)
- Remuneration: national pay rate of NO-B
- Expected duration of contract (Maximum contract duration is 11 months per calendar year): 120 working days (4 Months)
- Within period: from 02/05/2023 to 31/11/2023
Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
