Job title: Consultant in the Legal Unit, OED, UNFPA

Level: Equivalent to P-4

Location: Working remotely Full/Part time: Full time

Duration: 6 months

The Position:

Under the overall supervision of the Chief, Legal Unit, UNFPA, the Legal Consultant provides legal support regarding administrative and employment law to UNFPA management, headquarters units, regional and sub-regional offices, and country offices. He/she also provides other legal support and advice as required.

You would be responsible for:

Main duties and functions.

  • Provide legal advice on the application of the United Nations staff regulations, staff rules, relevant financial regulations and rules, and relevant policies and procedures governing employment and human resources management, including disciplinary matters, the internal United Nations system of administration of justice, rights and obligations of staff, legal status of staff and their dependents, financial recovery, taxation, insurance issues, and staff/management relations;
  • Prepare written responses and other submissions as required on behalf of the Administration in response to complex applications and other submissions filed before the United Nations Dispute Tribunal (UNDT); Represent the Administration before the UNDT, including in directions hearings and hearings on the merits; generally attend to all stages of proceedings before the UNDT; assist and provide legal advice to the Administration in alternative resolution of disputes;
  • Provide advice on requests for management evaluation; draft responses to requests for management evaluation for consideration by the Administration;
  • Assist in the drafting and interpretation of policies and procedures involving administrative/employment law issues; generally provide advice on a broad range of issues involving substantive and procedural questions of administrative law;
  • Provide legal opinions and perform extensive legal research and analysis on legal issues;
  • Represent the UNFPA legal function in relevant meetings, when required;
  • Provide legal advice concerning contract disputes involving service contractors and individual consultants;
  • Perform other legal functions as requested by the Chief, Legal Unit.

Qualifications and Experience

  • 7 years or more of progressive experience in relevant private legal practice or in-house legal practice with a government, NGO, business corporation or similar organization.
  • Experience in administrative law in an international organization a distinct advantage.
  • Excellent analytical competencies
  • Solid, high quality legal skills
  • Very good drafting skills in the English language. Knowledge of other official languages of the UN is an additional asset
  • Good negotiating skills
  • Great team-working skills

Education:

Advanced university degree in law.

Languages:

Fluency in English; knowledge of other official UN languages is an asset.

Compensation and Benefits This position will pay a fee comparable with P-4 (gross salary without post adjustment).
