Result of Service Under the direct supervision of the regional coordinator for Central Africa and the Chief of the Global Program for Combating Wildlife and Forest Crime, and in close collaboration with other experts, the consultants will carry out the following activities: - Prepare trainings and capacity-building modules on investigative techniques, special investigative techniques, international cooperation, and prosecutions in the fight against wildlife crime, including financial crime and corruption related to these forms of crime, against criminal actors involved in the fight against these forms of crime and the illicit trafficking of natural resources;

  • Facilitate training and capacity-building sessions for actors in the criminal justice system of relevant countries in Central Africa, with primary focus on Cameroon, Chad and DRC;

  • Support the organization of training sessions in relevant Central African countries, with primary focus on Cameroon, Central African Republic, Chad, Congo, Democratic Republic of Congo, and Gabon, by drafting terms of reference, agenda projects and letters relating thereto;

  • Write mission reports, contributions to the annual reports, concept notes and correspondence relating to the implementation of the program;

  • Evaluate and reassess the needs of the authorities of Central African countries in the fight against wildlife and forest crime and the criminal response;

  • Support the formulation of legislative, regulatory and implementation proposals related to the purpose of the project;

  • Support the implementation of the ICCWC Analytical Toolkit in relevant Central African countries with primary focus on the DRC in accordance with the process that governs this exercise;

  • Support the development of Rapid Reference Guide in Central African countries as relevant;

  • Participate in missions and meetings with other organisations involved in the fight against trafficking in protected species in the region.

    Duties and Responsibilities UNODC recruits two consultant experts in law enforcement, to support capacity building actions in several Central African countries. These recruitments are part of the implementation of the Global Programme in Central Africa, and in particular of the project “Strengthening national and regional capacities of law enforcement, prosecutors and the judiciary and strengthening cooperation among ECCAS member states to combat wildlife crime and illicit trafficking of natural resources”, funded by the European Union. Capacity building actions will target mainly judicial police officers working on illicit trafficking of natural resources, magistrates and judicial authorities, and ministries in charge of wildlife and forest protection. Other authorities and stakeholders may be involved, as appropriate. The experts will contribute to the implementation of capacity building actions in the countries identified as pilot countries for this project by ECCAS, as well as in other activities of the Global Program in Central Africa. It is expected that the experts will be given the follow-up of certain beneficiary countries of the project, as the main expert, and that they will be able to complement each other in support of other ECCAS member states, i.a. as directed by the project Steering Committee. These Terms of reference target primarily Cameroon, Central African Republic, Chad, Congo, Democratic Republic of Congo, and Gabon.

The Consultants will carry out their missions under the supervision of the Chief of the Sustainable Livelihoods Group / Chief of the Global Program to Combat Wildlife and Forest Crime, and of the regional coordinator for Central Africa.

The tasks will be carried out at home, with frequent travel to Central African countries, and other countries involved in the implementation of the Global Programme.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in the fields of law, criminology, public administration, political science, international relations or criminal justice, crime prevention and/or law enforcement is required. A first-level university degree, professional training with certification from a recognized international/national police, customs or other staff training institution, with specialization in criminal justice, crime prevention, criminal investigation, law enforcement, and/or other related areas, in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: - A minimum of 10 years of professional experience in law enforcement and the fight against transnational organized crime is required. - Broad knowledge of international law and criminal law, including all criminal justice issues and crime prevention is required. - In-depth knowledge of the fight against transnational organized crime and the technical and normative capacities of UNODC is required. - Relevant experience in designing and delivering training for criminal justice stakeholders is required. - A professional experience in the field of environmental crime is desirable. - Previous experiences in working in sub-Saharan Africa or other developing countries is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English and French are required. Knowledge of another United Nations official language, is an advantage.
