Consultant (Knowledge Management)

Result of Service Under the overall guidance of the Crime Prevention and Criminal Justice Officer (Team leader, Knowledge Development and Innovation), HTMSS, and direct supervision of the designated Crime Prevention and Criminal Justice Officer, the consultant will perform the following specific tasks: - Contribute to populating KNOWTS with courses, materials, categories and generally data; - Contribute to the delivery of online training courses in collaboration with relevant staff by preparing background documentation, agenda, lists of participants, registering online users, liaising with experts, platform’s users and relevant entities, uploading material online, moderating and providing feedback to users; - Prepare and organize live events and webinars in collaboration with relevant staff; - Prepare a variety of written outputs, such as manuals, wiki entries, background notes, reports, presentations, brochures, leaflets and summaries, relating to KNOWTS; - Provide required support to the officers/experts in developing and maintaining KNOWTS; - Contribute to visibility, monitoring and reporting activities as requested; - Support the senior consultant developing modules architecture for KNOWTS.

Duties and Responsibilities UNODC is the guardian of the United Nations Convention against Transnational Organized Crime (UNTOC) and its supplementing Protocols to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children (the Trafficking in Persons Protocol) and against the Smuggling of Migrants by Land, Sea and Air (the Smuggling of Migrants Protocol). UNODC is mandated to support Member States to strengthen their capacity to prevent, investigate and prosecute trafficking in persons and the smuggling of migrants, and to protect as well as uphold the rights of victims of human trafficking and smuggled migrants. UNODC also fosters international cooperation in criminal matters pursuant to UNTOC and assists States in increasing the coordination of relevant stakeholders, both internally and internationally in investigating and prosecuting trafficking in persons and migrant smuggling cases, while ensuring that protection, assistance and support are provided to victims of trafficking and aggravated smuggling as well as to smuggled migrants in general.

The COVID-19 pandemic has had a significant impact on trafficking in persons and migrant smuggling, and responses thereto. According to UNODC’s Global Assessment Study while more strain has been put on practitioners globally, at the same time there was remarkable resilience and commitment shown to support those in need and promote exchanges via the use of technologies inter alia. At the same time, the pandemic has not stopped traffickers and smugglers.

As a response to this new reality, UNODC developed the online platform “KNOWTS” (Knowledge Centre on Human Trafficking and Migrant Smuggling). KNOWTS provides an interactive learning management system that can support UNODC’s global community of practice functioning as a one-stop shop for practitioners for instant access to training material, recorded training sessions, audiovisual resources, publications, insights from peers, case-studies etc. Ultimately, KNOWTS will promote adherence to and implementation of the Trafficking in Persons and Smuggling of Migrants Protocols.

In addition, to address the continuously evolving crime networks behind migrant smuggling, which remain active during the global pandemic, UNODC is currently implementing a project entitled “Strengthening Trans-regional Action and Responses against the Smuggling of Migrants” – STARSOM, to contribute to the global fight against the criminal activity of migrant smuggling networks along smuggling routes between South Asia, West Africa, and South, Central and North America. The objective of the project is to enhance criminal justice responses towards dismantling migrant smuggling networks, strengthen international cooperation and reduce the threats, risks and dangers facing persons that are the object of smuggling. Pillar III of this project is about developing regional and trans-regional strategic knowledge. This knowledge will help anti-smuggling practitioners to take evidence-based action and devise relevant policies and responses.

Purpose of this assignment is to contribute to the overall implementation of Pillar III of STARSOM and to the functioning of the online platform KNOWTS for technical cooperation, knowledge development and normative related activities.

In particular, the consultant will assist the UNODC Human Trafficking and Migrant Smuggling Section (HTMSS) in the development, implementation and maintenance/updating of KNOWTS and the delivery of the online activities to be implemented through the Platform.

In addition, the purpose of this consultancy is to assist HTMSS in the implementation of Pillar III of STARSOM by developing, enabling and sharing regional and trans-regional knowledge.

The project is implemented through the UNODC Global Programmes against Trafficking in Persons (GLOT59) and against the Smuggling of Migrants (GLOT92).

Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in law, international relations, political or social science, or related field is required. A first level university degree in similar fields in combination with two additional years of relevant professional experience may be accepted in lieu of the advanced university degree. Experience: - A minimum of two years of relevant professional experience in the fields of international relations, criminal justice, criminal law, human rights, and/or rule of law is required. - Proven ability to work independently and in a team, including ability to value input from others and to apply flexibility in accommodating different views is required. - Sound planning and organizing skills are required. - Excellent level of computer-related technical competence is required. - Knowledge in preparing, organizing and/or tutoring online courses through learning management systems is desirable. - Familiarity with presentation and design software is desirable. - First-hand experience in promoting events and content through web-based solutions and social media is desirable. - Experience within the United Nations system or similar international organizations is desirable. Language: English and French are the working languages of the UN Secretariat. For this position, fluency in English (i.e. oral and written proficiency and excellent drafting skills) is required. Knowledge of other official UN languages is an advantage.
