Result of Service Under the guidance of the Chief, Human Trafficking and Migrant Smuggling Section (HTMSS), and the direct supervision of the Team Leader of HTMSS Knowledge and Innovation Team, in coordination with the designated team staff, the consultant will perform the following specific tasks:

A) Stocktaking of available UNODC resources relevant to addressing trafficking in persons and migrant smuggling; B) Consultation with UNODC staff on needs and priorities in relation to KNOWTS functionalities and development; C) Preparation of training and online event designing, formatting and packaging as models, based on adult and online learning as well as knowledge exchange principles; D) Development of creative concepts for new material development and suggestions for their rolling out; E) Training of UNODC staff for the delivery of adult learning; F) Mentoring of selected staff for the delivery of content online; G) Development of internal guidance on preparing and packaging material for adult learning and other interactive online events delivered on the KNOWTS platform.

Duties and Responsibilities UNODC is the guardian of the United Nations Convention against Transnational Organized Crime (UNTOC) and its supplementing Protocols to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children (the Trafficking in Persons Protocol) and against the Smuggling of Migrants by Land, Sea and Air (the Smuggling of Migrants Protocol). UNODC is mandated to support Member States to strengthen their capacity to prevent, investigate and prosecute trafficking in persons and the smuggling of migrants, and to protect as well as uphold the rights of victims of human trafficking and smuggled migrants. UNODC also fosters international cooperation in criminal matters pursuant to UNTOC and assists States in increasing the coordination of the relevant stakeholders, both internally and internationally in investigating and prosecuting trafficking in persons and migrant smuggling cases, while ensuring that protection, assistance and support are provided to victims of trafficking and aggravated smuggling as well as to smuggled migrants in general.

The COVID-19 pandemic has had a significant impact on trafficking in persons and migrant smuggling, and responses thereto. According to UNODC’s Global Assessment Study while more strain has been put on practitioners globally, at the same time there was remarkable resilience and commitment shown to support those in need and promote exchanges via the use of technologies inter alia. At the same time, the pandemic has not stopped traffickers and smugglers.

As a response to this new reality, UNODC developed the online platform “KNOWTS” (Knowledge Centre on Human Trafficking and Migrant Smuggling). KNOWTS provides an interactive learning management system that can support UNODC’s global community of practice functioning as a one-stop shop for practitioners for instant access to training material, recorded training sessions, audiovisual resources, publications, insights from peers, case-studies etc. Ultimately, KNOWTS will promote adherence to and implementation of the Trafficking in Persons and Smuggling of Migrants Protocols.

The project is implemented through the UNODC Global Programmes against Trafficking in Persons (GLOT59) and against the Smuggling of Migrants (GLOT92). To address the continuously evolving crime networks behind migrant smuggling, which remain active during the global pandemic, UNODC is also currently implementing a project entitled “Strengthening Trans-regional Action and Responses against the Smuggling of Migrants” – STARSOM, to contribute to the global fight against the criminal activity of migrant smuggling networks along smuggling routes between South Asia, West Africa, and South, Central and North America. The objective of the project is to enhance criminal justice responses towards dismantling migrant smuggling networks, strengthen international cooperation and reduce the threats, risks and dangers facing persons that are the object of smuggling. Pillar III of this project is about developing regional and trans-regional strategic knowledge. This knowledge will help anti-smuggling practitioners to take evidence-based action and devise relevant policies and responses.

The purpose of this assignment is to support the UNODC Human Trafficking and Migrant Smuggling Section (HTMSS) substantive staff in shaping and articulating the content of its new global knowledge centre on trafficking in persons and smuggling of migrants (KNOWTS) and identifying the most effective way to share its knowledge and deliver its activities on-line for its traditional target group. In close coordination with the designated UNODC/HTMSS Knowledge Development and Innovation Team members, the Consultant will support the development of a methodology for on-line adult learning and the development of tools to optimize its delivery by the Global Programmes’ staff, including the STARSOM project personnel. Therefore, the Consultant should have expert knowledge in adult and online learning as well as data management, preferably coupled with a proven experience with criminal justice issues and professionals.

To lead the development of innovative knowledge sharing tools and content making the best use of the evidence base available, the consultant should ensure existing UNODC training manuals, publications, and tools are used under a new form of delivery through KNOWTS. The consultant may suggest new content for development and support their conceptualization. He/she will also integrate principles and best practices of tertiary and online adult learning on criminal justice issues.

The work of the consultant will involve desk analysis and consultations (interviews/focus groups) with Subject Matter Experts within the Global Programmes staff team, the training of trainers, as well as the organization of content (including the development of models) in KNOWTS.

The consultant will also develop guidance for trainers and users of KNOWTS to make the most of the on-line experience. A KNOWTS user manual for UNODC staff (based on the existing technical user guide) would outline the various possibilities offered by KNOWTS, the best modalities of delivery and packaging of activities and content based on the objectives pursued by the trainers and users, and include relating training and knowledge sharing principles.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in criminology, law, social sciences or related field is required. A first level university degree in similar fields in combination with two additional years of relevant professional experience may be accepted in lieu of the advanced university degree.

Experience: - A minimum of 7 years of relevant professional experience in the field of criminal justice, law, human rights or related field is required; - Experience in developing and delivering curricula and content for e-learning platforms on legal or otherwise highly technical issues for a professional public is required; - Expertise in adult learning principles is required; - Excellent drafting and presentation skills, ability to draft clear and well-organized texts and oral presentations in English is required; - Proven ability to work independently and in a team, including ability to value input from others and to apply flexibility in accommodating different views is required; - Knowledge of criminal justice issues and professional experience with criminal justice practitioners is desirable; - Experience within the United Nations system or similar international organizations is desirable.

Language: English and French are the working languages of the UN Secretariat. For this position, fluency in English (i.e. oral and written proficiency and excellent drafting skills) is required. Knowledge of other official UN languages is an advantage.
