BACKGROUND

Purpose of Activity/ Assignment:

Facilitate the development of the Implementation Guidance on Complementary Feeding

Policies and Programmes

Background:

WHO has been updating the Guiding Principles on Complementary feeding with expected publication of new guidelines in 2023. The new guidelines will describe what infants and young children need to be fed and how. However, member states and their supporting partners need programming guidance on how the recommendations can be implemented. UNICEF had previously published programming guidance on improving young children’s diets during the complementary feeding period. Building on the existing UNICEF programming guidance and other existing resources, WHO and UNICEF initiated work for the development of Implementation Guidance for Complementary Feeding Policies and Programmes.

A first stage of this work consisted of assessing the current state of guidance on issues related to complementary feeding including 1) policies to improve access to healthy complementary foods, 2) counselling of caregivers in community and primary health care, 3) composition of commercially produced complementary foods as well as nutrient profile models, 4) home fortification and supplementation programming and policies, 5) day care food procurement standards etc. This was

completed through a thorough desk review which led to an annotated bibliography of resources on complementary feeding. The first stage also consisted of developing an annotated outline of the implementation guidance as well as the creation of an expert group to advise on the development of the implementation guidance.

Scope of Work:

For the second stage, a consultant is needed to 1) facilitate the write up and development of the implementation guidance in consultation with the expert group, under the supervision of WHO and UNICEF, and based on the work conducted during the first stage and 2) conduct a systematic review on the effectiveness of complementary feeding interventions based on the desk review conducted during stage 1.

Terms of Reference and Key Deliverables:

A) Development of Implementation Guidance

1. Finalise the outline of the Implementation Guidance:

1.1. Implementation Guidance annotated outline finalised (including main chapter and intervention-specific chapters) finalised by October 15, 2023

2. Develop an overarching Implementation Guidance: based on the annotated outline, bibliography, feedback from the expert group and in coordination with WHO and UNICEF, the consultant will be responsible for developing a first draft of an overarching Implementation Guidance (the main chapter of the Guidance).

2.1. Draft #1 of main chapter is developed by November 30, 2023

2.2. Draft #2 (or pre-final draft) of main chapter developed by December 15, 2023

2.3. Final draft (un-edited) of main chapter developed by January 15, 2024

In addition to the main chapter of the Implementation Guidance, the consultant will be responsible for drafting 10 intervention-specific chapters focused on the main themes based on the outline.

3. Develop 3 intervention-specific chapters (Batch 1)

3.1. Draft #1 of 3 intervention-specific chapters (batch 1) of the implementation guidance is developed by January 15, 2024

3.2. Draft #2 (or pre-final draft) of 3 intervention-specific chapters (batch 1) of the implementation guidance developed by February 28, 2024

3.3. Final draft (un-edited) of 3 intervention-specific chapters (batch 1) of the implementation guidance developed by March 15, 2024

4. Develop 3 intervention-specific chapters (Batch 2)

4.1. Draft #1 of 3 intervention-specific chapters (batch 2) of the implementation guidance is developed by May 15, 2024

4.2. Draft #2 (or pre-final draft) of 3 intervention-specific chapters (batch 2) of the implementation guidance developed by June 30, 2024

4.3. Final draft (un-edited) of 3 intervention-specific chapters (batch 2) of the implementation guidance developed by July 15, 2024

5. Develop 4 intervention-specific chapters (Batch 3)

5.1. Draft #1 of 4 intervention-specific chapters (batch 3) of the implementation guidance is developed by September 15, 2024

5.2. Draft #2 (or pre-final draft) of 4 intervention-specific chapters (batch 3) of the implementation guidance developed by October 30, 2024

5.3. Final draft (un-edited) of 4 intervention-specific chapters (batch 3) of the implementation guidance developed December 15, 2024

6. Solicit input from Expert Group and Sub-taskforce groups

6.1. At least six meetings with the expert group are conducted by March 30, 2025

6.2. Sub-taskforce for intervention-specific chapters are created (at least 5 and a maximum of 8) by March 30, 2025

6.3. At least one meeting with each of the sub-taskforce is conducted (a minimum total of 5 meetings) by March 30, 2025

7. Conduct meetings/interviews

7.1. Meetings with key stakeholders are held as needed depending on the needs of the chapters (at least 2 meetings are held for the duration of the consultancy) by March 30, 2025

8. Oversee the copy-editing and design

8.1. Final copy-edited version of the main chapter of the implementation guidance developed by January 30, 2024

8.2. Final copy-edited version of 3 intervention-specific chapters (batch 1) of the implementation guidance developed by April 15, 2024

8.3. Final copy-edited version of 3 intervention-specific chapters (batch 2) of the implementation guidance developed by August 15, 2024

8.4. Final copy-edited version of 4 intervention-specific chapters (batch 3) of the implementation guidance developed by January 15, 2025

8.5. Final designed Implementation Guidance is developed by March 30, 2025

9. Develop a presentation summarising the content of the Implementation Guidance

9.1. Presentation summarising the content of the Implementation Guidance is developed by May 2024

B) Systematic Review on Effectiveness of Complementary Feeding Interventions

  1. Draft 1 of manuscript developed based on literature search and data extraction from selected papers by November 30, 2023
  2. Draft 2 of manuscript developed based on review of the UNICEF/WHO team by December 15, 2023
  3. Manuscript submitted to journal by January 15, 2024
  4. Peer review comments addressed, and manuscript approved for publication by February 28, 2024

Qualifications

Education:

  • Master’s level; Enter Disciplines: Advanced degree (Masters or Doctorate) in nutrition, public health nutrition, public health, child health and nutrition or other relevant related field.

Work experience:

  • At least 7 year-experience and a strong track record of expertise in relevant related fields for this assignment (development of evidence-based guidance related to nutrition, robust systematic reviews, research on complementary feeding and infant and young child feeding).
  • Experience in managing and coordinating programmes supporting the nutritional needs of infants and young children during the complementary feeding period.
  • Demonstrated experience at the international level in public health nutrition and infant and young child feeding.
  • Demonstrated experience in writing peer reviewed manuscripts in the field of nutrition.

Competencies:

  • Excellent communication skills, good teamwork, facilitation skills, driven for results, time keeping, research and analysis.
  • Strong strategic thinking and analytical skills.
  • Proficient in English writing.

  • Financial proposal that will include/ reflect:
    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
