The objective of the Department of Nuclear Energy (NE) is to foster the efficient and safe use of nuclear power by supporting interested Member States in: improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; catalysing innovation in nuclear power and fuel cycle technologies; developing indigenous capabilities around the world for national energy planning; deploying new nuclear power plants; preserving and disseminating nuclear information and knowledge; and advancing science and industry through improved operation of research reactors.

The department has a dynamic, participative and interactive operating environment with inputs received from the Board of Governors, the General Conference, policy and decision-makers, and technical counterparts in Member States and the international development community.

The Division of Nuclear Power comprises the Nuclear Power Engineering Section, the Nuclear Power Technology Development Section, the Nuclear Infrastructure Development Section and the INPRO (International Project on Innovative Nuclear Reactors and Fuel Cycles) Section. The Division provides core engineering, technological, human resource development and management support to interested Member States in the field of nuclear power.

The INPRO Section implements and coordinates the activities of the International Project on Innovative Nuclear Reactors and Fuel Cycles. The Section assists Member States in analysis of global and regional nuclear energy scenarios, in building and assessment of sustainable national long term nuclear energy strategies, in cooperation on selected technical and institutional innovations and in fostering strategic dialogue between nuclear technology holders and users on these subjects.

Main Purpose

To provide scientific support and advice to INPRO task leader(s) on new activities approved by INPRO Member States during the 30th INPRO Steering Committee Meeting (18-21.10.2021).

Functions / Key Results Expected

• To advise the Agency on the launching of the INPRO study on Legal and Institutional Issues of Prospective Deployment of Thermonuclear (fusion) facilities; - Conduct focused research in the area of legal and institutional issues and challenges in view of current international nuclear legislation, nuclear safety, security and non-proliferation, - Identify main drivers and impediments for Thermonuclear Reactors (TNR) implementation

• To initiate a new Case Study with INPRO Methodology application, focused on Institutional, Economic and Legal Impediments and Drivers for "Nuclear-Hydrogen Systems". - Advise on the selection of case studies on nuclear hydrogen production, - Examine legal and institutional issues - Identify non-technical challenges and infrastructure requirements for nuclear hydrogen production and - Suggest integration with INPRO integrated power system modelling capabilities.

• Provide technical expertise and input to IAEA-INPRO Technical and Consultancy meetings on the aforementioned technical studies

• Advise on the preparation of INPRO Dialogue Forum on Institutional and Technology Innovations for Climate Goals (expected to be held in the Russian Federation during 2022).

Qualifications and Experience

  • University degree in nuclear engineering, energy planning or a related field
  • At least 10 years of professional experience in areas related to nuclear engineering or energy planning, including nuclear
  • In-depth knowledge and experience in the following key areas:

a. INPRO Methodology and its practical application for nuclear energy systems analysis and assessment b. Evaluations of thermonuclear energy role in world energy mix and specific aspects of hybrid systems with fusion reactors, c. Innovations in nuclear reactors and nuclear fuel cycles as well as institutional innovations related to deployment and sustainability of peaceful nuclear energy including specific aspects key to INPRO analysis and assessment: safety, security, economics, proliferation resistance, environment, infrastructure, legal aspects, and nuclear knowledge management.

  • Experience in organization of International Conferences is an asset
  • Proven experience in preparation of Agency publications is a strong asset
  • Good oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 350, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
