STANDARD MINIMUM QUALIFICATIONS

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: An advanced degree in Finance, Economics, Law, Management, or equivalent is required. A first degree with two additional years of work experience will be accepted in lieu of an advanced degree.

Experience and skills: Between 2 and 3 years of work experience in finance, banking, treasury, innovative finance, or related fields OR between 4 and 5 years of work experience in lieu of an advanced degree.

Languages: Fluency (level C) in English language. Knowledge of a second official UN language (Arabic, Chinese, French, Russian, Spanish, Portuguese) and/or WFP’s working language (English) will be an advantage.

ORGANIZATIONAL CONTEXT

The United Nations World Food Programme (WFP) is the world’s leading humanitarian agency fighting hunger worldwide. In 2020 WFP delivered food assistance to over 100 million people in 88 countries. Whilst significant progress has been made in the fight against hunger over the past four decades, COVID-19 pandemic has reserved most progress recorded over the past decade, with over 100 million more people reported to be acutely food insecure at the end of 2020, than reported in 2019.

JOB PURPOSE

Recognizing the persistent challenge and devastating effects of hunger, governments and global leaders have highlighted the need for immediate and effective action to ensure Covid-19 pandemic does not lead to irreversible impact on the SDGs. To meet this critical objective and bridge the already significant SDG financing gap prior to COVID-19, national governments and multilateral organizations such as WFP are broadening their financing base, adopting innovative financing mechanisms built on new forms of partnerships with the private sector, traditional donors, official creditors, sister-UN Agencies and multilateral institutions such as the World Bank and IMF. These efforts are being coordinated from the Treasury branch (FINT) in the Resource Management Corporate Finance Division (FIN). To support these efforts, FINT has created the position of Innovative Finance Analyst, reporting to the Finance Officer (Innovative Finance Lead). Specific responsibilities of the Analyst are stated below.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Map out and lead the operational and financial plans in terms of cryptocurrency fundraising including input, holding and disbursement of crypto assets. Work with finance colleagues to design the appropriate methods of handling of crypto assets. Continue operationalizing cryptocurrency pilots in collaboration with INKA. Work on improving financial inclusion of beneficiaries through cryptocurrencies and blockchain technologies. Support WFP’s engagement with large crypto foundations/crypto donors.
  • Conduct research and feasibility studies on new financing models in reference to blended finance, co-financing, debt swaps and cryptocurrencies that could be applied to support WFP’s programmes, giving due consideration to WFP’s operational contexts, mission and risks inherent in WFP’s areas or work.
  • Lead the production of proposals and concept notes to support feasibility studies and piloting of innovative finance mechanisms (debt swaps, blended finance, and cryptocurrencies).
  • Contribute to the design and implementation of projects funded/financed through new financing mechanisms.

  • Manage the building of financial models for assessing risk/return of potential projects and their development impact under a variety of financing scenarios.
  • Contribute to the research innovative financing interests of IFIs, DFIs, private investors and sovereigns working with WFP and map their interests to opportunities within WFP’s programmes and areas of work.
  • Contribute towards drafting of Guidance documents and other reference material to support Country Offices in piloting and implementation of projects financed through IF mechanisms.
  • Develop learning material to support knowledge exchange on innovative finance workstreams in HQ, Regional Bureaus and Country Offices.
  • Prepare and present high-quality presentations directed at a variety of stakeholders
  • Monitor and document progress across specified innovative finance projects and workstreams.
