Result of Service - Output 1: Technical document analyzing Integrated Urban Revitalization Plans from a legal and governance perspective. The document should include:

1. Analysis of the Bogotá Territorial Management Plan, detailing how it relates to and provides continuity for the Integrated Urban Regeneration Plans. 2. Analysis of the planning instruments and administrative acts that provide legal support for the interventions, detailing the existing strengths and weaknesses. 3. Analysis of the governance aspects implemented so far by the District Secretariat of Habitat and the District Mayor's Office for the implementation of the PIRs. 4. Comprehensive legal analysis on PIRs sustainability in the short, medium, and long term. 5. Analysis of the critical points and existing shortcomings in the legal framework established for the implementation of the Plans.

  • Output 2. Technical document with recommendations and guidelines from a legal and governance perspective for the sustainability of Integrated Urban Revitalization Plans in the short, medium, and long term. The document should include:

1. Recommendations to ensure that the Bogotá planning instruments provide continuity and support for the implementation of the PIRs. 2. Recommendations and guidelines to ensure the legal security of Plans. 3. Recommendations for the institutional and legal strengthening of the District Secretariat of Habitat in relation to the implementation of the PIRs. 4. Legal recommendations and guidelines to ensure the replicability of the Plans in different parts of the district. 5. Guidelines for further strengthening and inclusion of the PIRs in the city's Territorial Management Plan.

  • Output 3. Technical document with the revision, adjustment and consolidation of the administrative acts developed for the execution and implementation of the Integrated Urban Revitalisation Plans. The document should include:

1. Legal document that allows the District Secretariat of Habitat to establish, implement and replicate the plans. 2. Review of the administrative acts and resolutions issued in relation to the implementation of the plans. 3. Preparation of a proposal for an administrative act consolidating the recommenda-tions and proposals made for the legal reinforcement of RIPs.

Work Location Bogotá, Colombia

Expected duration 3-month contract

Duties and Responsibilities a.) Information and validation:

  • The consultant will be responsible for keeping the HUB Coordinator informed and having to obtain validation of his/her activities in the full project cycle.

b.) Development:

  • Review and analysis of the information available at the District Secretariat of Habitat and other entities in relation to the implementation and progress of the Integral Urban Revitaliza-tion Plans.
  • Carry out the different studies and analyses required at expert level to achieve the objectives set out in the project.
  • Analysis and characterization of the plans and programmes included in the project based on the different legal, juridical and governance components.
  • Analysis of the legal processes applied so far by the District Secretariat of Habitat in the development of the PIRs.
  • Development of guidelines and conclusions that will allow for the promotion and better implementation of PIRs from a legal and jurisprudential perspective.
  • Collaboration with the other members of the team for an adequate articulation of the different results and components that make up the project.
  • Provide high-level technical support when required, both by the counterpart and other members of the technical team.
  • Elaboration of a synthesis in which the results of the developed analyses are condensed.
  • Carry out those activities assigned by the HUB Coordination that correspond directly to the consultant's profile.
  • Attend meetings, workshops and relevant spaces where their participation is required.
  • Accompaniment in the coordination and consultation with the corresponding entities.
  • Carry out knowledge transfer processes (workshops and trainings) to the multiple stakehold-ers involved.
  • Provide technical training to the counterpart as required.
  • Present the results to key UN-Habitat stakeholders and divisions.

c.) Approval:

  • The consultant will be responsible for supporting compliance with project approval processes, as well as monitoring the development and implementation of programs and projects.
  • Support the Hub Coordinator in the development of inputs for conceptual notes, project documents, implementation plans and budgets, and in general all the documentation necessary for internal approval of projects, following the provisions of the various manuals of procedures, internal regulations, and regular channels established by the Agency.

d.) Implementation:

  • Attend the technical (virtual) meetings needed to meet the scopes and objectives defined for the consultancy.
  • Provide information to UN-Habitat regarding affectations that the process of implementing the consultancy may have.
  • Provide inputs for the systematization of the processes carried out and exchange of practices and successful experiences with other HUBs in the region, with headquarters branches, counterparties and who appoints the UN-Habitat HUB Coordinator for Andean countries.
  • Follow up on technical guidelines determined by the Project Coordinator and Coordinator HUB Andean Countries.
  • Comply with the schedule of activities according to the guidelines of the HUB Coordinator.
  • When it is necessary to provide accompaniment to the UN-Habitat Coordinator and/or team in the establishment of communication with counterparties and stakeholders.

e.) Knowledge Management:

  • The consultant must know the processes, procedures, and standards of the organization, to ensure an adequate quality of the activities described above according to the standards of the organization.
  • Propose formats and procedures that allow the efficient implementation of the Agency's projects.
  • The consultant must know the file system of the projects and ensure their proper maintenance, accessibility for all officials and the proper updating.
  • Design methodologies for the systematization of good practices and knowledge, related to the implementation of the projects and cooperation activities of the UN-Habitat Colombia Office.
  • Support the formulation of substantive documents linked to the thematic lines of action of UN-Habitat Colombia.
  • Prepare reports and other documents related to meetings, missions and activities developed by the National UN-Habitat Office.
  • The consultant will carry out research activities to facilitate the exchange of information, knowledge and best practices on the sustainable urban development issues set out in the Agency's mandate.
  • Collect information on the urban status in the Andean Countries that serves as an input both for the identification of new project opportunities and for the implementation of the subscribed projects.
  • Support monitoring of UN-Habitat's implementation of Sustainable Development Goals (SDP) Target 11 dealing with sustainable cities and communities.
  • Identify strategic allies for the implementation of the New Urban Agenda in Andean countries.
  • Manage knowledge networks for the dissemination of the methodologies and documents generated by the agency and for the construction with strategic allies of new knowledge on topics related to sustainable urban development.

f.) Others:

  • Other activities requested and by mutual agreement with the HUB Coordinator of The Andean Countries of UN-Habitat, within the framework of this consultancy and without prejudice to the achievement of its responsibilities.
  • The consultant will participate in work and follow-up meetings, both with other consultants, as well as with the Coordinator and team of the Andean Countries HUB of UN-Habitat and with the staff of the projects.
  • The consultant shall be responsible for ensuring that all activities comply with the principles of United Nations integrity.

    Qualifications/special skills Education Degree in law and/or related fields. Postgraduate degree in areas related to urban law, urban management, land use planning, housing, habitat and/or related fields or an additional four (4) years of experience relevant to the position would be accepted in lieu of the advanced degree.

Professional Experience Minimum four (4) years of work experience in the formulation, adjustment and revision of planning policies, land-use planning instruments, institutional programmes or projects and/or related. Previous experience in the United Nations System will be considered an added advantage.

Languages The language of the consultancy is Spanish and English, other official languages of the United Nations will increase score

Additional Information The city of Bogota is currently facing challenges derived from rapid urban growth, which have been consolidated on the basis of an urban structure, which in a large part of its territory has been built without planning parameters or guidelines. This has resulted in the development of informal zones that present poor urban and social conditions, directly affecting the quality of life of the in-habitants of these territories.¿¿ ¿ For this reason, the District Secretary of Habitat seeks to promote better urban and morphological conditions through the implementation of various Integral Urban Revitalization Plans (PIR by its acronyms in Spanish), which together seek to promote better urban standards in the city, especially in the housing components. The goal of these initiatives is to improve the existing conditions of those problem areas where intervention by the District is considered appropriate; it should be noted that these plans include the development of programs such as: Integral neighborhood improvement, Eco-Neighborhoods and Urban Acupuncture.¿¿¿¿ ¿ Based on the above, the project on which this call is focused seeks to generate a methodological analysis of what have been the successes and existing problems in the implementation of the PIR, in order to provide the District Secretary of Habitat with a clear roadmap of how the development and implementation of the programs should be in the coming years, this includes the development of a general qualitative and quantitative analysis of the results obtained so far from the different approaches addressed by the project.¿¿
