Result of Service The candidate will need to develop a Manual of the use of the Risk Assessment tool in French as well as a Training of Trainers' manual including the evaluation components of risk and social skills assessment in French.

Duties and Responsibilities The TAWASSOL project for the "Social and Economic Rehabilitation of Prisoners Convicted of Terrorism" is part of the Tunisian government’s strategy to combat terrorism and radicalization leading to violence in prisons Tunisian, and during the period of release from prisons. More specifically, this project aims to strengthen the capacity of the Directorate General of Prisons and Rehabilitation (CGPR) in the management, support and rehabilitation of detainees, including those involved in terrorism cases.

In addition, the project aims to improve the resources of the DGPR in terms of anticipation, prevention, containment and to inform strategies to deal with this phenomenon by setting up a full-fledged “Operational and Dynamic Mechanism". This mechanism is mainly intended to act on several levels (i.e., micro, meso and macro) and different spheres (e.g., behavioral, beliefs, communication) in order to reduce the proliferation of VEP. It is also dedicated to detainees who were involved in terrorism cases and/or those with a high risk for violent extremism.

The general objective of the TAWASSOL project is to promote the family, social and economic reintegration of detainees and/or persons involved in terrorism cases and/or prone to indoctrination and violent extremism. Among the main objectives of the TAWASSOL project are to identify and compare the particular characteristics and factors associated with the people who commit a "general" criminal offence with violence and to those who commit an act of ideologically motivated violence, in order to highlight the fundamental differences between historical, contextual, attitudinal risk factors.

The proposed Violent Extremism Risk Assessment scheme has two objectives: - The first is to assess an individual to determine the risk of engaging in acts of violence (A1313- A2102- A2103 and A2104). - The second objective of risk assessment is to develop effective intervention programmes. The type and nature of the violence determines the nature of the intervention program. Intervention for violent extremists will necessarily differ from programs designed for other violent criminals. Attention to de-radicalization and disengagement from extremist ideology will be a fundamental feature of intervention with violent extremists.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in criminology is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. a PhD degree or equivalent is highly desirable. Experience: At least 10 years of experience as a teacher or researcher in the humanities and social sciences or in legal sciences with a specialization in criminology is required. A proven field experience in prison and more particularly in connection with the field of the PVE/CVE is required. At least five scientific publications on violent extremism or related themes (e.g. conflict, violence, deviance, etc.) is desirable; Knowledge of current legislation (e.g. criminal, security) and formal procedures related to the specificity of the prison and environment Tunisian prison, with a mastery of international guidelines related to the PVE/CVE, the prison environment, and Human Rights is desirable. Relevant experiences with the United Nations System in the field of PVE/CVE would be desirable. Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written French is required. Knowledge of another official United Nations language is an advantage. .
