1. Purpose of the consultancy

The purpose of the consultancy is to provide the full spectrum of human resources support services in developing job descriptions and post establishment(s) along with some support to fast track the recruitments across the Division of Pacific Technical Support (DPS). Specifically, the incumbent will work on aligning job descriptions with WHO principal requirements and in accordance with WHO/UN job classification standards. Make analyses between current WHO job descriptions and previously established/classified ones with proposal of changes when required, as per WPRO and liaise with supervisor and or technical officers/hiring managers regarding post description editing matters and or provide advice on job classification minimum standards for both national and international professional job categories.

To ensure that key factors like job title, grade, supervisory lines, modality, duration, etc. are matching existing WHO DPS organogram and or HR plan. This is to help fast-track recruitment process and to contribute in creating the pool of experts at Pacific and or sub-regional level as and when required.

2. Background

The WHO Health Emergencies Programme harnesses the expertise and resources of the three levels of WHO – country offices, regional offices and headquarters – to help Member States build the capacities required to prepare for, prevent, respond to and recover from all hazards that create health emergencies. When national capacities are overwhelmed, WHO works alongside ministries of health and partners to lead and coordinate the international health response.

WHO works with Pacific governments and regional partners to design and implement innovative, practical solutions to strengthening the core public health capacities needed to detect, assess, and respond to emergencies in the unique context of the Pacific. In particular, it proposes strategies for overcoming the logistical challenges posed by vast distances, geographic isolation and limited human and financial resources. During times of emergency, WHO is also ready to deploy trained emergency response professionals, medical supplies and resources to support governments and communities in need.

The hiring of the expert in HR with focus in human resources management would help a great deal in streamlining processes of human resources, staff and non-staff positions within DPS. He/she will conduct general needs analyses; provide recommendations to management regarding opportunities for improvement; Identify solutions and options to address complex human resource management issue and will provide required support to Country Liaison Offices as needed

3. Planned timelines (subject to confirmation)

Estimated start date: 1 May 2023

Duration: 3 months (full-time)

4. Work to be performed

Output 1: To finalize Post Descriptions (PDs) for posts that are ready to be advertised and filled.

Deliverable 1.1: To review related documentation and all existing PDs. To make related analyses of the PDs in accordance with WHO standards, policies and regulations.

Deliverable 1.2: To provide support in creating new positions, editing services for all related PDs based on requests of Supervisor and or Hiring Managers. To meeting with HR responsible personnel to check or clarify the related questions

Deliverable 1.3: To meet the Country Office supervisor or technical staff / hiring managers on issues related to post descriptions editing and finalization aspects. To propose required changes and have the discussions and meetings as required.

Output 2: Preparation of all documents needed for the advertisement and or establishment of a new post, including non-staff positions and supporting the approval process for the new posts.

Deliverable 2.1: To provide advice on ways of fast tracking approval of post descriptions and Consultant selection reports should the Stellis, GSM or e-workflows be involved. Otherwise, seek other ways and approaches in helping the process of unhindered approval of the position(s). In parallel, prepare the required set of documents to ensure advertisement of the position by the Regional Office. Lead the GS staff recruitments. Provide advice regarding the wider dissemination of vacancy announcements with recommendation for dissemination in the mass media, for the purpose of sourcing talented and or highly qualified candidates. Contribute to creating pools of national and international staff by means of fast-track recruitments.

Output 3: Provide advice and required HR support in recruitment and selection processes.

Deliverable 3.1: To support in recruitment and selection processes, i.e. establishment of the new positions with subsequent recruitments and filling current vacant positions based on the DPS organogram. Specifically rendering support in developing shortlist, drafting memos on various HR matters, support in written test exercise (as necessary), preparation of interview packages for the interview panel, report writing, provide advice on submission of required documents internally and through STELLIS for approvals and help with on-boarding processes and the orientation when required.

To handle required communications with the Regional Office and or liaise with country office Program and administration officer. Support other DPS sections on surge needs as needed.

Candidate will be part of the RO Fast Track Unit in the RO to support HR needs in the field thus a dotted line to the RHRM.

5. Specific requirements

QUALIFICATIONS

Required: Advanced university degree (Master’s degree or equivalent) in Human Resources Management or Business Administration or social science

Desirable: Training in job design, classification of functions and recruitment. Training or higher education in the area of human resources/administration

EXPERIENCE

Required: At least 10 years of progressive experience in HR administration and management with at least 2 years of field HR experience in emergency setting.

Desirable: Experience within WHO/UN is highly desirable. Experience in job design and classification and supporting emergency operations. Additional experience in the administration of UN common system entitlements and benefits.

TECHNICAL SKILLS & KNOWLEDGE

  • Work experience in more than one location or area of work, particularly in field positions is desirable.
  • Extent and relevance of experience in drafting post descriptions, job evaluation and or job classification.
  • Extent and relevance of experience in human resources management, administration and staff servicing.
  • Knowledge of UN/WHO staff rules and regulations.
  • Extent and knowledge of HR guidelines, principles and procedures.
  • Knowledge of HR administration principles and practices.
  • Excellent English writing, editing and proofreading skills.
  • Excellent computer/word processing skills.
  • Excellent knowledge of workflows and enterprise resource planning (ERP).
  • Familiarity with automated human resources management system (e-Recruitment, Stellis).
  • Ability to analyze and advise on complex HR issues

    LANGUAGES

    Excellent knowledge English language (Expert level).
