1. The Consultant is expected to travel. The consultant will provide:- -Build the technical capacity of MOPH-related staff in developing the national health policy and national health strategy

- Revision of the current national health policy (2021-2030) and national health strategy (2021-2025).

A consultant is required to:

- Coordinate with the MOPH GDPP to Analyse the current status of the health system

- Design a road map for the revision of the national health policy and national health strategy and develop health system transformation plan facilitate workshops and drafting the policy and strategy, and health system transformation plan.

2. Background

Afghanistan has made remarkable progress over the past decade in the transformation of its health system , clearly evident by their population’s increased access to and its expanded coverage and quality of health services. There have been dramatic gains in reducing maternal, infant, and under-five mortality; achieving real access to basic preventive and treatment services; and extending overall life expectancy. However, these results are still not on a par with most other countries in the region, and much work remains to be done.

The current National Health Policy 2015-2020 and National Health Strategy 2016-2020 are both due to expired at the conclusion of 2020. The leadership of the MOPH has assigned the GDPP, in collaboration with WHO, to initiate the process of developing the new policy and strategy along with a health system transformation plan to achieve accountability and advance towards UHC. The finding of the ongoing health system review, will guide next health policy and strategy.

Planned timelines : 1 Sep – 30 Nov 2020

3. Work to be performed

The consultant will be responsible for:

- Analyzing the current status of the health system in Afghanistan

- Coordinating with all stakeholders for effective revision of the national health policy and strategy

- Designing a road map for the revision of the national health policy and strategy

- Building capacity of MOPH General Directorate of Policy and Planning staff for developing the health policy and strategy

- Conducting a literature review of the national health policies and national health strategies of the developing countries toward achieving UHC by 2030

- Proposing policy options for the future of health system and transformation plan in Afghanistan for achieving SDGs and UHC goals Developing a health system transformation plan to advance health and well-being to improve health system performance, mitigate risk of corruption and improve accountability

- Proposing strategic directions for the revision of the national health strategy for achieving SDGs and UHC goals

- Developing a comprehensive monitoring matrix for effective monitoring of the national health policy and national health strategy progress over time.

- Conducting workshops for enriching the drafts of the national health policy and strategy

- Coordinating with all stakeholders for effective revision of the national health policy and strategy

- Drafting the national health policy (2021-2030) and national health strategy (2021-2025).

4. Specific requirements

- Master degree in public health or health policy. Having PhD is preferred

- Minimum ten years of relevant experience in health sector in developing countries;

- Good management skills, including ability to handle several tasks concurrently;

- Experience in developing national health policies and national health strategies

- Experience in conducting workshop and training on health policy and health strategy

- Knowledge of computer based systems including, Excel, Word, Microsoft Office or equivalent packages;

- Be proactive, a self-starter and able to work without supervision;

- Excellent English writing skills, report writing and analytical skills, ability to be rigorous and objective;

- Ability to work with confidential material ethically;

- Strong communication skills and ability to work cooperatively with all stakeholders (e.g. Government of Afghanistan, Donors and other relevant partners).

- Language requirements:

Expert knowledge level in speaking, reading, and writing English Language.

The deliverables of the consultancy includes:

- A report of the review of the status of Afghanistan’s health sector

- A report of the literature review of the national health polices and strategies of the developing countries

- Preparing a road map for the revision of the national health policy and national health strategy and integrating the health system review report and analysis of the health system institutional set-up and authorities

- A final draft of the national health policy for the period 2021-2030.

- A final draft of the national health strategy for the period 2021-2025

- Facilitating workshops and training for building the capacity of MOPH GDPP staff on developing the health policy and health strategy in close collaboration with WCO and Regional office

- Developing advocacy and policy briefs

- Facilitating multi-sectoral dissemination workshops

5. Place of assignment : Kabul, Afghanistan

6. Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.

7. Travel : The Consultant is expected to travel

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfill visa requirements and ask for visa support letter(s) if needed.
