1. Purpose of the Consultancy

The purpose of this consultancy is to support the Division of Heathy Environments and Populations (DHP) in the development and implementation of health-enabling society initiatives.

2. Background

The WHO Western Pacific Region For the Future vision aligns with creating a health-enabling society by prioritizing the health and well-being of all individuals. This includes implementing policies and practices that ensure access to quality healthcare, promote healthy behaviors and environments, reduce health inequalities, and address social determinants of health such as poverty and discrimination. The vision also highlights the importance of engaging communities and individuals in decision-making processes and promoting health literacy. Creating a health-enabling society requires collaboration across sectors and stakeholders, as well as a long-term commitment to sustainable and equitable health outcomes.

Creating healthy settings is essential for enabling societies to become healthier. A critical aspect of this involves promoting healthy cities and urban health initiatives that prioritize the health and well-being of urban populations by creating an environment that supports healthy choices and behaviors. In addition, it is crucial to ensure that schools provide a nurturing environment for children and adolescents that supports healthy behaviors, which can lead to a lifetime of good health. Community-based health programs that foster healthy lifestyles are also vital for promoting good health for all. By prioritizing healthy settings and environments, we can create a society that supports and promotes optimal health for everyone, both now and in the future.

3. Planned timelines:

Estimated start date: 01 April 2023

Duration: 8 months, 1 April 2023- 30 November 2023 (full time)

4. Work to be performed

Under the guidance and supervision of the WHO DHP Director and PND Technical Officer, the consultant will support in the development and implementation of health-enabling society initiatives.

Specifically, the consultant is expected to achieve the following outputs:

Output 1: Support the planning and implementation of activities on School Health in line with the Regional Action Framework on Nurturing the health of our future generations in the Western Pacific.

    1. Conduct a comprehensive review and analysis of National guidelines on School Health in Member States, identifying potential areas for revisions to align the guidelines with the Regional Framework.
    2. Help facilitate the arrangement of school visits for field assessment, observation, and piloting improvements to the School Health guidelines.
    3. Support the "try and learn" process by identifying challenges and proposing solutions for effective implementation of the School Health guidelines.
    4. Develop an iterative implementation plan of a list of activities that includes clear timelines, roles and responsibilities, and monitoring and evaluation mechanisms.
    5. Provide recommendations for national guidance on School Health based on the review of the National guidelines, field assessments, and feedback from stakeholders.

Output 2: Support the strengthening and expansion of the Healthy Cities and Urban Health approach.

    1. Gather and document best practices from cities and urban areas in the Western Pacific Region.
    2. Develop and implement strategies to strengthen, coordinate and engage with the various Healthy Cities networks, including global, regional and country networks.
    3. Share and expand successful Healthy Cities initiatives of countries via regional and global networks and partners, including with the Alliance for Healthy Cities network.
    4. Provide support to implement the Regional action plan on health promotion in the sustainable development goals: 2018-2030

Output 3: Develop a comprehensive plan of action to strengthen community engagement in promoting health in society.

    1. Utilize regional networks to document and compile good practices and replicable local solutions on effective community engagement.
    2. Facilitate cross-country sharing of success stories and best practices through workshops, meetings, and online platforms.
    3. Support collaborative activities with other units including the Technical Writing Group for new Asia Pacific health security action framework.

Note:

Upon finalization of the contract, intellectual property of content and products shall revert to WHO. Any data or results may not be shared or distributed without approval of the responsible officer in WHO.

5. Methods to carry out the activities

The successful consultant for this role will work closely with colleagues at the Regional Office, and HES focal persons at WPR Country Offices to lead implementation of planned activities. The consultant will also be expected to perform other duties supporting the regional programme on violence and injury prevention as required by the Technical Officer, SDH. The work will be performed on site and will require daily or weekly interaction with the technical unit where necessary.

6. Special requirements

QUALIFICATIONS

Required: A university degree in a medicine, nursing, public health or other health-related profession

EXPERIENCE

Required: Minimum three years of combined national and international experience working in the area of health promotion, global health, community engagement

Desirable: Experience working with the WPR Member States working in the area of health promotion, global health, community engagement; relevant work experience in WHO, other UN agencies, and relevant nongovernmental organizations

TECHNICAL SKILLS AND KNOWLEDGE

  • Strong writing skills and good attention to detail
  • Working knowledge in Excel data analysis software
  • Excellent inter-personal skills with the demonstrated ability to work effectively with government officials as well as with national and international organizations
  • Demonstrated ability to build partnerships and work in multicultural and multidisciplinary settings
  • Good communication skills and a teamwork spirit
  • Persistence in follow-up, tact, and diplomacy in working with diverse stakeholders

LANGUAGES

Fluent in written and spoken fluency in English (Read – Write – Speak / "Expert" level)

7. Place of assignment

The consultant will work on site in WPRO, Manila, Philippines to perform the tasks related to this activity.

9. Medical clearance

The selected consultant will be expected to provide WHO Medical Certificate of Fitness for Work form from his/her physician.

10. Travel

The consultant will be required to travel to sites for relevant activities (consultations, information gathering, programme reviews, training etc,) where necessary.

  • The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster.
