Result of Service The consultant will work in two phases:

  • Phase 1 (December 2022-January 2023): Develop one overarching, five-year partnership and resource mobilization strategy for the Gulf. Suggested timeline (TBC in consultant’s plan of work): First draft/outline due by 30 December; final document due by 31 January.
  • Phase 2 (February-March 2023): Further articulate four actionable, individual country specific plans for Kuwait, Qatar, Saudi Arabia and the United Arab Emirates and two sets of recommendations for a suitable partnership approach for Bahrain and Oman. Each specific plan should include engagement modalities, resource mobilization strategies and an action plan. Include also a light outline of the potential adequate structure for OCHA’s footprint in the region, with a ballpark budget figure. Suggested timeline (TBC in consultant’s plan of work): First draft/outline due by 15 February; final documents due by 31 March.

    Expected duration 60 days between 01 December 2022 and 31 March 2023.

    Duties and Responsibilities Under the supervision of the Chief of ERPS, the Consultant will have the following duties and responsibilities:

  • In cooperation with OCHA, draft a workplan, a refined methodology, and timeline to deliver on: (a) five-year Gulf partnership and resource mobilization strategy; (b) four individual country specific plans; and (c) two sets of recommendations within the timeline.
  • Prepare a plan for consultations with internal and external key stakeholders and players (government, humanitarian partners, civil society, philanthropy and the private sector) and, subsequent to agreement by OCHA, conduct consultations.
  • Prepare periodic presentations to OCHA for feedback on mutually agreeable dates to ensure the direction of the strategies and allow OCHA to review respective drafts at mutually agreeable intervals for feedback to be reflected in the final document.

    Qualifications/special skills Advanced university degree (Master’s degree or equivalent) in political science, international relations, economics, communication, journalism, public relations or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Proven track record of previous consultancies in similar fields with UN agencies. Experience in partnerships, external relations, government relations and humanitarian affairs required Excellent knowledge of the Gulf region, including key players, financing decision-making processes and dynamics related to positioning as humanitarian donors is required. Knowledge of OCHA and humanitarian agencies’ annual reporting and event processes is desirable.

    Languages Fluency in English is a requirement. Knowledge of Arabic is highly desirable.
