Duties and Responsibilities Under the overall supervision of the Director of the Division, the work of the Consultant shall be overseen by the Senior Legal Officer in charge of Capacity-Building and Trust Funds and managed directly by the Officer serving as Focal Point for the project within the Division, to whom the Consultant shall report.

The responsibility to obtain original and stock audio/video materials lies with the consultant, including any travel-related expenses, and other costs associated with obtaining such materials.

Scope of works and deliverables

The main deliverables of the consultancy are the following:

I. Communication assets

1. Develop a high-level communications plan for the project lifecycle, including integration of project assets into DOALOS social media channels. 2. Incorporate consultancy deliverables in the project webpage. 3. Assets, including presentations (MS Power Point), briefing packets, social media assets (evergreen), etc., on the: a. Project b. Ocean Governance Studies (OGS) beneficiaries c. Regional Consultations d. Regional Trainings 4. Five infographics highlighting the key elements of the 3 main activities of the project (a. Ocean Governance Studies, b. Regional Consultations, c. Regional Trainings), one on the overall description of the project, one on project impacts). 5. Four social media carrousels.* 6. Integrating video elements into deliverables as appropriate.

*Possible thematic areas: a) links between blue economy-ocean governance–DOALOS project’s activities; b) key information of ocean services, importance to conserve and sustainably use marine resources and biodiversity; c) benefits for States engaging with the project; d) Showcasing OGS beneficiary States.

II. Videos Develop in coordination with DOALOS the overall concept and scenarios for 4 dynamic and cinematic videos: a. Two 4-minute videos, including original content filmed by consultant during certain project activities. b. Two social media videos (up to 2 minutes each).*

In order to complete the video deliverables, the consultant will: a) develop the storyboard and script for the videos, in coordination with DOALOS; b) produce the videos (scripting, videography -including original content-, sourcing audio and video, editing, audio balancing, sub-titling, format exporting, etc.); c) edit the videos incorporating comments by DOALOS.

The delivery of the final videos in different formats for different platforms will be agreed with the DOALOS team, and the consultant will provide support for and advice on the distribution of the produced audio-visual and social media materials.

The consultant shall use their own high-quality audio-visual equipment, including but not limited to HD quality video camera and professional editing software. It is the consultant’s responsibility to ensure that all outputs of the consultancy are copyright and royalty free, and that all waivers and releases have been obtained.

*Main vision: to capture the essence of the Programme, showcase key stakeholders involved. The videos should deliver on aesthetic and educational fronts equally, familiarizing the viewer with the core details of the Programme as well as with themes pertaining to ocean governance and the ocean economy communication, and interpersonal skills. Ability to handle diplomatically sensitive situations with target audiences. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Works collaboratively with colleagues to achieve project goals. Allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning. Ability to use relevant software, actively seeks to apply technology to appropriate tasks. Previous work experience in the UN system is desirable.

Qualifications/special skills A minimum of ten years of professional practice in communications. Experience in graphic design; development communication, including in producing audio-visual materials relating to ocean affairs, sustainable use and conservation; and videography/video editing is highly desirable. Other desired qualifications include: knowledge of theories, concepts and approaches relevant to effective media communication and engagement. Strategic and creative mindset. Strong organization, communication, and interpersonal skills. Ability to handle diplomatically sensitive situations with target audiences. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Works collaboratively with colleagues to achieve project goals. Allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning. Ability to use relevant software, actively seeks to apply technology to appropriate tasks. Previous work experience in the UN system is desirable.

Languages For this position, fluency in English with excellent drafting and communication skills, is required. Knowledge of other United Nations official languages is an advantage.
