The Consultant (Global Development Agendas) will be responsible for the development of the technical content of the course "Global Development Agendas", which will be delivered in the distance learning modality (EAD in Portuguese) and elaborated based on the "Guide for the compatibility of projects with 2030 Agenda and the New Urban Agenda" of UN-Habitat.

For this particular product, UN-Habitat has partnered with the TraDUS Project, implemented by the Ministry of Regional Development (MDR in Portuguese) and the Federal Rural University of the Semi-Arid (UFERSA in Portuguese), whose objective is to communicate, train and offer tools to support the collective construction of better cities for the present and future generations.

The Consultant (Global Development Agendas) must, among other essential activities for the elaboration of the course: (i) define the didactic-pedagogical project of the course, containing the syllabus, general and specific objectives, methodology, structure and format, competencies, contents, and skills to be developed in each module; as well as the duration of the course and workload of each module; (ii) elaborate the technical content of the didactic materials; (iii) suggest additional didactic materials, as needed; (iv) elaborate the learning evaluation methods; (v) map experts for the recording of the video classes; and (vi) support the recording of the video classes, elaborating the script, suggestions and complementary presentations.

The Consultant will work in close collaboration with the operational and technical teams of UN-Habitat offices in Alagoas and Rio de Janeiro, and TraDUS Project.

Expected duration The consultancy has an expected duration of six (6) months, with key milestones provided in the calendar of activities concentrated in four (4) months with two additional “contingency” months totalizing six (6) months.

Duties and Responsibilities Background

The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda.

UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.

The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies.

Through a partnership with the Government of the State of Alagoas to improve institutional and technical capacities of State and municipal stakeholders on sustainable territorial and urban development, UN-Habitat is now setting up the second phase of the project named “Sustainable and inclusive urban prosperity in the State of Alagoas”. This second phase shall lead to enhance State of Alagoas engagement toward sustainable and inclusive urban prosperity, through a better understanding of the urban setting, and the establishment or improvement of its public policies, plans, and actions.

In order to properly implement this project, a Consultant (Global Development Agendas) is required to ensure a good execution of the work programme.

Report to UN-Habitat Manager

The Consultant (Global Development Agendas) will report to the National Officer for Brazil, who will evaluate him/her.

Responsibilities

Under the overall supervision of the National Officer for Brazil and the Project Coordinator, the Consultant (Global Development Agendas) will:

  • Define a Work Plan considering the Term of Reference, and other activities that may be required for a better execution of the product;
  • Establish the execution schedule and monitor the preparation of the activities;
  • Prepare all materials to guide the meetings, including script and PPT presentations, if needed;
  • Hold bilateral meetings with Project TraDUS and UN-Habitat support team;
  • Conduct dialogues with other partners and experts, if requested and when necessary;
  • Systematize and consolidate reports;
  • Maintain an orderly and accessible information file system on the information and data produced;
  • Be responsible for the delivery according to deadlines for each report;
  • Prepare all reports according to simple and inclusive language and the standard norms of the Portuguese language, of the Brazilian Association of Technical Norms (ABNT in Portuguese);
  • The consultant will be responsible, within its competencies, to ensure that the technical activities are aligned with the quality expectations of UN-Habitat and the project partners.

The activities will be carried out under the technical supervision of UN-Habitat in partnership with the TraDUS Project, and will take place, preferably, remotely.

The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment.

The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Outputs/Work Assignment

The Consultant will be expected to carry out the following tasks: i. Analyze the "Guide for the compatibility of projects with 2030 Agenda and the New Urban Agenda" of UN-Habitat to use it as the main reference for the technical content of the didactic materials; ii. Take into account the structure, format, and templates of the courses elaborated by the TraDUS Project and that it will be adopted, and/or adapted for the elaboration of the technical material of this Consultancy; iii. Consider the tools and features that compose the virtual learning environment of the ‘Portal Capacidades’ of the MDR; iv. Design the didactic-pedagogical project of the course based on the "Guide for the compatibility of projects with the 2030 Agenda and the NUA" of UN-Habitat; v. Prepare didactic material to support the learning process of the participants, following the structure and format of the course modules; vi. Define any additional didactic material needed, such as reference publications, audiovisual products, or any other complementary resource; vii. Define learning evaluation strategies, as adopted by the ‘Portal Capacidades’ and the TraDUS Project; viii. Map experts to record video classes, according to the content of the modules and the course in general; ix. Support and collaborate with the experts in the recording the video classes, when necessary; x. Participate in meetings with the UN-Habitat, TraDUS Project team, and other partners.

The Consultant must also participate in meetings with the local team of UN-Habitat, the TraDUS project, and other partners essential for the development of the course. The definition of the Work Plan for the implementation of this Consultancy may include other activities beyond those indicated in this Term of Reference and all stages of the course design process, from its conception to the validation and approval of the materials in their final version will be coordinated by UN-Habitat, in partnership with the TraDUS Project team, when necessary.

The Consultant will deliver the following products:

Product 1: Work plan Description: Work plan including: (i) brief analysis of the "Guide for the compatibility of projects with 2030 Agenda and the NUA" with suggestions for adaptations to the technical content of the didactic materials; and (ii) definition of the didactic-pedagogical project of the course, containing course syllabus, general and specific objectives, methodology, structure and format of the course modules, learning evaluation strategies, bibliography, competencies, content, and skills to be developed in each module, as well as the duration of the course and workload of each module. Expected delivery date: 15 days after contract signature.

Product 2: Technical preliminary content of the course "Global Development Agendas" - Part 1 Description: Report, guided by didactic-pedagogical project and adaptable to the graphic template to be defined for the course, including history, context, concepts and principles of 2030 Agenda and the NAU. The Report should adopt the UN-Habitat Guide as the main reference, considering the necessary adjustments and details, besides containing learning evaluation methods, curation of complementary references, mapping of experts to record video classes, and elaboration of support material (script, suggestions and complementary presentations) for audiovisual production. Expected delivery date: 45 days after contract signature.

Product 3: Technical preliminary content of the course "Global Development Agendas" - Part 2 Description: Report, guided by didactic-pedagogical project and adaptable to the graphic template to be defined for the course, including international and national best practices and communication strategies of the global agendas, forms of democratic participation and public transparency. The Report should adopt the UN-Habitat Guide as the main reference, considering the necessary adjustments and details, besides containing learning evaluation methods, curation of complementary references, mapping of experts to record video lessons, and elaboration of support material (script, suggestions and complementary presentations) for audiovisual production. Expected delivery date: 90 days after contract signature.

Product 4: Final technical content Description: Report including the final versions of Product 2 and 3, ready to be made available on the ‘Portal Capacidades’. Expected delivery date: 120 days after contract signature.

Qualifications/special skills Skills:

¿ Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required; ¿ Good knowledge on project management methodologies is desirable.

Academic Qualifications:

¿ Bachelor’s Degree in Economy, Public Administration, Architecture, Urban Planning, Public Policies, International Relations, or related fields is required. ¿ Postgraduate Degree (Stricto Sensu) in Urban Sustainable Development, Public Policies, Economy, Public Administration, or related fields is required, or additional six (6) years of relevant experience to the post, beyond the requirement.

Experience:

¿ A minimum of eight (8) years of progressively responsible experience in project/programme is required; ¿ Experience in global development agendas, in particular by SDG 11 and NUA, best practices and communication for sustainable development; ¿ Experience in public management is an advantage; ¿ Previous experience within the UN System would be considered an added advantage.

Language:

¿ Fluency in Portuguese is required; ¿ English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. Good command in oral and written Spanish and English will be considered as an added advantage.

Knowledge Management

¿ The person must know the processes, procedures, and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. ¿ The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. ¿ The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. ¿ The person will prepare databases related to the project running. ¿ The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. ¿ The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency.

Competencies

¿ Professionalism: Experience working in inter-institutional environment, project management, monitoring-evaluation; approaches and strategies with regard to good urban governance and local and regional development. ¿ Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. ¿ Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. ¿ Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the mainstreaming of vulnerability; willingness and ability to work in difficult environments.

Additional Information Remuneration

SB-5/2 (UNDP Brazil Salary Scale, Part-time - 65%) The consultant will receive a total amount of BRL 43.536,14 according to the following schedule: ¿ Payment 1 (15%): Upon delivery and approval of Product 1 (BRL 6.530,42); ¿ Payment 2 (25%): Upon delivery and approval of Product 2 (BRL 10.884,04); ¿ Payment 3 (30%): Upon delivery and approval of Product 3 (BRL 13.060,84); ¿ Payment 4 (30%): Upon delivery and approval of Product 4 (BRL 13.060,84).

Travel details

The consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Travels will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Note: During the COVID-19 pandemic quarantine, travel is not advised.
