Job Description

Background/IRC Summary:

The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Today, 13.4 million people in Syria - more than half of the country's population - are in need of humanitarian assistance with needs increasingly being exacerbated by economic decline. Of these, 6.8 million are refugees and asylum-seekers who have fled the country. This is no short-term humanitarian episode. The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon and Jordan in the fields of health, child protection, early childhood development, education, women’s protection and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding and coordination.

Scope of work

Purpose of Consultancy:

· Following the gender analysis exercise conducted (2020) with its partners, the IRC’s Partnerships Department has identified the need to support its partners in improving their program design to be adaptable and inclusive of gender sensitivities.

· The proposed method moving forward is to conduct a gender sensitive needs assessment building upon the existing gender analysis to train one partner on how to budget for gender sensitive programming, and build a comprehensive gender sensitive MEAL plan..

· Task 1: Review existing gender analysis report the first day of the consultancy and collect relevant data from the partner on their existing resources and capacities.

· Task 2: Develop a Training Needs Assessment (TNA) for one partner share the TNA for review by the IRC gender equality technical team and agree on the outcomes the first day of the consultancy, reporting on the exact training needs the second day of the consultancy.

· Task 3: Creating a timeline for the deliveries the second day of the consultancy.

· Task 4: Develop a training plan of which includes: training manual, training content and training materials under the topic of gender sensitive programming, the training materials to be discussed with the senior capacity sharing manager one day before the training.

· Task 5: Develop pre and post evaluation and discuss it with the senior capacity sharing manager one day before the training: pre evaluation to be conducted in the first training session, end of training evaluation to be conducted by the last training session.

· Task 6: Conduct five days in-person training for one IRC partner in Gaziantep.

· Task 7: Report back the results of the pre and the post evaluations the last day of the consultancy.

· Task 8: Deliver a final report inclusive of key outcomes and future training needs and prepare certificates for partner participants.

Deliverables:

· Training needs assessment tool in Arabic.

· Training needs assessment report.

· gender sensitive programming plan, based on the TNA outcomes: in Arabic.

· Pre - post evaluation development survey results

· Conduct five days in-person training for one partner in Gaziantep.

· Certificate of attendance for participants

· Final report with guidance and action plan.

Qualifications

· Familiar with the Syrian context.

· Arabic speaker, with very good English reporting skills.

· 5 – 7 years’ experience in gender analysis.

· Gender programming background.
